Position Summary

The Human Resources Director provides leadership and oversight for the human resources functions while supporting broader municipal administration. This position is responsible for a broad range of HR activities, including talent acquisition, employee relations, compensation, classification, benefits, compliance, performance management, policy administration, and employee development.

  • Provide HR guidance and support to department leaders, employees, and City leadership.
  • Interpret and communicate applicable employment laws, regulations, policies, and labor requirements.
  • Monitor compliance with wage and hour requirements, employment discrimination laws, workers' compensation regulations, workplace safety requirements, disability accommodation laws, EEO requirements, COBRA, FMLA, OFLA, Oregon pay equity requirements, and other applicable regulations.
  • Coordinate the City's risk management activities and assist with evaluating and reducing potential liability exposure.
  • Participate in collective bargaining and labor negotiations and assist with administration of labor agreements.
  • Advise management regarding employee hiring, promotion, disciplinary action, termination, and other employment decisions.
  • Oversee employee performance management and ensure required evaluations are completed within established timelines.
  • Address employee grievances and coordinate investigations involving workplace concerns, complaints, misconduct, discrimination, or other personnel matters.
  • Manage recruitment, candidate selection, onboarding, and related employment processes.
  • Serve as the City's EEO and ADA resource and coordinate responses to discrimination or accommodation-related matters.
  • Maintain personnel records and employment documentation in accordance with applicable legal requirements and labor agreements.
  • Review and update job descriptions, classifications, compensation information, and salary schedules.
  • Administer employee benefit programs, including enrollment, qualifying life events, new employee enrollment, and annual benefit renewal activities.
  • Complete and maintain required employment and personnel documentation, including I-9 and personnel action records.
  • Keep employees and management informed of significant changes to employment laws, regulations, City policies, procedures, and labor agreements.
  • Participate as a member of the City's management team and contribute to organizational initiatives designed to improve municipal operations and service delivery.

Finance and Payroll Support

  • Assist the Finance Department with compensation schedules, benefit cost information, and other HR-related data required for payroll administration.
  • Provide additional support to Finance and other departments as needed.
  • Perform other related responsibilities as assigned.

 

Required Knowledge and Skills

  • Strong written and verbal communication skills.
  • Ability to explain HR policies, employment requirements, and organizational procedures to employees and management.
  • Ability to handle confidential personnel matters with appropriate discretion.
  • Ability to work effectively with employees, management, labor representatives, legal counsel, and other stakeholders.
  • Working knowledge of Microsoft Office and common HR information systems and business software.
  • Ability to travel between City facilities as required.

 

Qualifications

·         Bachelor's degree in human resources, business administration, public administration, or a related discipline preferred.

·         At least five years of progressively responsible human resources experience, preferably including broad HR generalist responsibilities and experience working in a complex organizational environment.

·         Valid driver's license required. Professional HR credentials such as PHR, SPHR, or IPMA-HR certification are preferred.
