Job Description

 2.1 Primary Job Duties and Tasks
·       Provide strategic advisory services to executive leadership on federal funding, regulatory compliance, cost allocation, program operations, and technology modernization initiatives.

·       Lead the development, coordination, review, and submission of federally required planning documents, funding requests, reports, budgets, schedules, and supporting documentation.

·       Prepare, coordinate, and submit recurring and ad hoc federal and programmatic reports in accordance with applicable regulations and reporting requirements.

·       Coordinate with federal and state stakeholders to support project planning, implementation, compliance activities, and responses to requests for information.

·       Review procurement activities, contracts, amendments, project plans, and funding requests to ensure compliance with federal funding and prior-approval requirements.

·       Develop, implement, and maintain cost allocation methodologies and supporting documentation for technology initiatives, operational activities, and shared services.

·       Reconcile project budgets, accounting records, contracts, procurement documentation, cost allocation methodologies, and federal reporting to ensure consistency and compliance.

·       Conduct business process assessments, including stakeholder engagement, process analysis, workflow documentation, gap analysis, root cause analysis, and future-state recommendations.

·       Analyze federal legislation, regulations, policy guidance, and audit findings to identify impacts on business operations, technology solutions, procurement, reporting, and program administration.

·       Evaluate program performance, operational processes, and system functionality to identify opportunities for efficiency, compliance, improved service delivery, and risk reduction.

·       Research industry trends, federal guidance, and best practices from other organizations to support strategic planning and continuous improvement initiatives.

·       Develop recommendations for improving federal funding opportunities, operational effectiveness, compliance, financial management, and technology modernization efforts.

·       Monitor changes in federal and state policies, regulations, and funding opportunities that may impact agency programs, operations, or technology initiatives.

·       Identify operational, financial, compliance, procurement, and project risks, and develop mitigation strategies, decision support materials, and executive recommendations.

·       Develop standard operating procedures, templates, training materials, knowledge-transfer documentation, and governance artifacts to support organizational consistency and sustainability.

·       Coordinate activities across business units, information technology, finance, procurement, project management, vendors, and external stakeholders to support successful project execution.

·       Serve as a senior advisor on business transformation initiatives by integrating policy, technology, financial management, operational processes, and organizational objectives.

2.2 Specific Knowledge, Skills and Abilities (KSAs)

·       Knowledge of federal funding requirements, cost allocation principles, prior-approval processes, regulatory compliance, and federal reporting requirements applicable to government programs and technology initiatives.

Skill in analyzing and interpreting federal legislation, regulations, policy guidance, audit findings, financial records, contracts, and program data to assess impacts, identify risks, and develop actionable recommendations.
Skill in preparing complex federal planning documents, funding requests, budgets, cost allocation methodologies, compliance reports, executive briefings, standard operating procedures, and decision-support materials.
·       Ability to integrate policy, financial, operational, procurement, and technology considerations to identify compliance gaps, reconcile conflicting information, mitigate risk, and advise executive leadership on strategic decisions.

2.3 General Knowledge, Skills and Abilities (KSAs)
The submitted candidate(s) must be able to apply common knowledge, skills, and abilities in the following areas:

 1. Communication: Have the ability to clearly convey information, in both written and verbal formats, to individuals or groups in a wide variety of settings (i.e., project team meetings, management presentations, etc.). Must have the ability to effectively listen and process information provided by others.

2.3 Education and Certifications

Education: Bachelor’s or Master’s Degree in Computer Science, Business Administration, or other related field. Or equivalent work experience. Project Management certification is required
