This position is being recruited under 10 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Supervision Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA EMERGING TECHNOLOGY DIRECTORATE - REQS AND PROJECT ENGINEERING SUPPORT DIVISION.

Duties

Help

  • Serves as Chief of an Emerging Technology Division, performing strategic planning, programming, and budgeting for new programs.
  • Responsible for oversight of the execution of engineering programs/tasks.
  • Analyzes work products for internal consistency, standardization, integration, quality assurance, and compliance with applicable DOD plans, policies, procedures, specifications, and standards.
  • Supervises several military and civilian personnel and establishes clear expectations for personnel assigned, effectively delegates work, monitors progress, and motivates employees.
  • Keeps abreast of innovative state of the art computer technology and evaluates new computer technology for applicability to and for insertion into information systems.

  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
  • Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
  • This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements.
  • This is a drug testing position.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements:

Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.

Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.

Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.

Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.

Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

In addition to meeting the basic requirement, applicants must possess qualifying experience.

Qualifying Experience:

To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as:

Experience managing software development using Agile, Scrum, and Development, Security, and Operations (DevSecOps) methodologies; leading systems through Security Certification and Accreditation and Cybersecurity Governance, Risk, and Compliance (GRC) processes such as Authority to Operate (ATO); implementing emerging technologies such as Artificial Intelligence (AI), Robotic Process Automation (RPA), or Identity and Access Management (IAM).

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.?

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Education

There is no substitution of education for the qualifying experienceat the GG-15 grade level.

  • This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
  • If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
  • This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
  • A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
  • This position is subject to completion of 1 year probationary period for assignment to a supervisory position.
  • Telework availability will be based upon the mission requirements and supervisory determination.
  • Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
