Key Responsibilities

The Senior Project Manager will be responsible for oversight and advancement of the implementation of accessibility priorities across agencies, partners, and community stakeholders with a focus on the management and/or implementation of work to improve accessibility as part of Initiatives 3 and 1. Responsibilities shall include:

  • Working with a collaborative, multi-disciplinary team focused on strategy, policy, planning, program alignment, and evaluation.
  • Coordinating cross-agency collaboration among state departments, community partners, providers, advocates, and people with lived experience to support integrated and aligned implementation efforts.
  • Facilitating public-private, workgroups, and stakeholder convenings, including preparing agendas, documenting decisions, and managing follow-up activities.
  • Ensuring that stakeholder engagement and project activities are organized in ways that promote accessibility, meaningful participation, and inclusion of people with disabilities and individuals with lived experience.
  • Leading vendor management, contracts, consultants, and external partners involved in cross-agency accessibility implementation projects, including monitoring deliverables and supporting procurement and reporting processes.
  • Translating high-level policy goals and strategic priorities into actionable operational steps that can be implemented across agencies and community systems.
  • Serving as a central point of coordination and communication to help sustain momentum, alignment, and shared ownership across statewide accessibility implementation efforts.
  • Developing knowledge of related subject-matter programs to inform design, content, and functionality decisions and providing strategic advice on initial design and ongoing operations.
  • Supporting coordination between cornerstone initiatives and related state efforts involving Medicaid, housing, behavioral health, workforce development, transportation, education, community accessibility and more.
  • Developing and maintaining detailed project workplans, timelines, and implementation schedules for key accessibility initiatives and related strategic priorities.
  • Tracking deliverables, milestones, and agency commitments to ensure accountability and timely progress on accessibility-related projects.
  • Identifying implementation barriers, operational challenges, and system gaps, and working collaboratively with partners to develop solutions and advance progress.
  • Managing multiple concurrent projects and priorities while maintaining strong communication, organization, and follow-through across complex systems and partners.
  • Maintaining documentation systems, tracking tools, and project management infrastructure needed to support transparency, accountability, and effective coordination.
  • Assisting with the development of reports, presentations, dashboards, and other materials used to communicate progress, outcomes, and priorities to leadership, stakeholders, and the public.
  • Draft and edit content for clarity, readability, and effectiveness.
  • Supporting data collection, project evaluation, and continuous quality improvement activities to help assess implementation progress and identify opportunities for systems improvement.

REQUIRED QUALIFICATIONS FOR APPOINTMENT

Knowledge, Skills, and Capacity:

  • Must have specialized project management training-including Agile methods, facilitation skills, financial and compliance tracking, and cross-functional or matrix-based management.
  • Must have excellent writing, public speaking, presentation, facilitation, research, and interpersonal skills.
  • Must have a thorough understanding of the key stakeholders in health system and disability communities, including state agencies, healthcare providers, community-based organizations, advocates, and others across systems of care and populations served.
  • Must have significant knowledge of the factors that limit access to health services and adversely impact health outcomes of rural state people.
  • Must have significant knowledge of the principles and practices of health program implementation, evaluation, including policy and planning, program administration, research, data analytics, and stakeholder engagement.
  • Must have a general understanding of public health, including healthcare finance, and healthcare delivery, and public health objectives.

Education and Experience:

  • Education: Such as may have been gained through the possession of a Masters degree from a program of recognized standing with specialization in a relevant field of Public Health, Healthcare Administration, Law, Health Policy, Public Policy, Human Services, Environmental Sociology, Social Work, a licensed health profession, or a closely related field; and
  • Experience: Such as may have been gained through considerable employment in a professional position with responsibilities related to health policy, disability policy, public health, public administration, program administration, or other relevant experience that demonstrates:
  • Extensive understanding with navigating the context of the ADA and Olmstead.
  • Evidence of addressing the socio-economic and environmental determinants of health and their impacts on individuals with disabilities.
  • State-Level administration of complex projects that require navigating multi-agency systems (Housing, Health, Labor) and managing large budget
  • Proven track record of managing complex timelines, contractors, and data-driven performance metrics.
  • Successful stakeholder engagement through facilitating advisory groups and working directly with advocacy organizations and individuals with lived experience.
  • Combination: Or any combination of education and experience that shall be substantially equivalent to the above.
