OTI is seeking a highly skilled Technical Lead in Web Content Management Systems (WCMS) to deliver mission-critical City information to our constituents while leveraging modern tools, engineering practices, and automation. This role is ideal for a hands-on technologist who thrives in a fast-paced environment and is passionate about transforming how the public accesses and engages with civic services.
Responsibilities will include but not be limited to:
- Provide hands-on technical leadership and engineering oversight for the architecture, development, and delivery of Adobe Experience Manager (AEM) solutions, including microsites, Digital Asset Management, Content-as-a-Service, and complex system integrations.
- Partner closely with engineering, product, and business stakeholders to translate requirements into reusable, maintainable templates, components, and services that enable scalable, secure, and reliable content delivery.
- Drive engineering excellence by establishing and enforcing coding standards, development practices, and architectural patterns, while providing hands-on technical guidance, mentorship, and constructive code reviews.
- Lead cross-functional efforts to automate and optimize WCMS DevOps processes, improving deployment reliability, engineering efficiency, operational consistency, and developer productivity.
- Raise the technical capability of the team through mentorship, knowledge sharing, and continuous improvement, fostering a culture of engineering ownership, collaboration, and accountability.
- Own technical documentation, designs, and operational runbooks to support system reliability, high availability, effective production support, and long-term institutional knowledge of AEM and other WCMS platforms.
- Provide operational support and targeted enhancements for OTI's portfolio of WCMS platforms, including OpenText Web CMS and WordPress.
- Handle special projects and initiatives as assigned.
HOURS/SHIFT
Day - Due to the necessary technical duties of this position in a 24/7 operation, candidate may be required to work various shifts such as weekends and/or nights/evenings.

COMPUTER SYSTEMS MANAGER - 1005D
Minimum Qualifications
1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.
Preferred Skills
The successful candidate should possess the following: - 6+ years of hands-on experience architecting and delivering web content management solutions with Adobe Experience Manager (Sites and Assets). - 6+ years of experience in Java 11/17+ development. - Experience developing Apache Sling Models, OSGi services, servlets, schedulers, workflows, and event handlers. - Hands-on experience with AEM upgrades and migrations. - Hands-on experience implementing AEM Cloud Manager to automate building, testing, and deploying code & configuration across AEM environments. - Hands-on experience designing relational databases, such as PostgreSQL and Oracle. - Ability to lead technical strategy and architecture for enterprise web content platforms, translating complex technical concepts and requirements into practical solutions. - Strong technical leadership skills, including mentoring developers and collaborating with cross-functional teams. - Strong knowledge of fundamental front-end technologies such as HTML, CSS, and JavaScript. - Experience with automating security and quality scans of code to ensure high quality, low-vulnerable products. - Familiarity with headless CMS, APIs, and cloud-based content platforms. - Strong experience writing technical documentation such as technical designs and runbooks. - Exceptional problem-solving and communication skills.
