The Work

The Database Administrator will perform advanced database administration and management functions in support of highly complex applications characterized by sophisticated data models, multi-stage workflows, and extensive reporting requirements. This position will provide expert leadership in the design, development, maintenance, optimization, and migration of integrated database systems, ensuring that applications conform to enterprise structural and security standards.

Responsibilities

  • Enter codes and scripts to create and maintain production databases and associated objects.
  • Select and configure utility programs and jobs to monitor database performance, such as record distribution, indexing efficiency, and available memory utilization.
  • Analyze, design, modify, and maintain logical and physical database structures in support of application and reporting requirements.
  • Design and implement procedures necessary to save, retrieve, and recover databases from hardware and software failures in accordance with established recovery objectives.
  • Execute backup, restore, and recovery procedures to ensure database availability, reliability, and data integrity.
  • Support installation, configuration, and upgrades of database software and migrations to new data management system levels; test and validate migrations to ensure functionality and data reliability.
  • Assist in the selection and evaluation of database management software and related tools.
  • Provide assistance in the planning, development, implementation, and maintenance of data warehouses, data marts, and decision support environments.
  • Perform performance tuning and optimization of database and data warehouse environments, including query optimization, indexing strategies, and resource utilization improvements.
  • Monitor database and data warehouse performance, identify bottlenecks, and recommend and implement efficiency improvements.
  • Create test database environments for application and reporting teams, including creation of necessary libraries, schemas, and procedures to support development and QA activities.
  • Assist in benchmarking and threshold testing to establish performance baselines and capacity planning targets.
  • Perform logical and physical data modeling to support transactional and analytical workloads.
  • Design relational database models and create physical data models from logical data models aligned with data warehousing best practices (e.g., star schemas, snowflake schemas, normalized structures).
  • Evaluate users' requests for new data elements, structures, and systems; incorporate approved changes into the existing shared data environment.
  • Perform data modeling and prototyping to validate structure, performance, and usability of proposed database and data warehouse solutions.
  • Maintain and govern the data dictionary, ensuring uniformity of definitions and establishing standards for its use across the organization.
  • Maintain the security and integrity of critical infrastructure systems by preventing unauthorized access and ensuring compliance with laws and regulations related to national security and foreign ownership restrictions.
  • Establish and implement database security controls, including user roles, permissions, access levels, and encryption as appropriate.
  • Assist with determining, implementing, and enhancing standards on database security in accordance with organizational and regulatory requirements.
  • Execute security recovery procedures and support audit and compliance activities for database environments.
  • Assist with monitoring and improving agency disaster recovery procedures and systems related to databases and data warehouses.
  • Coordinate the use of data to ensure data integrity, control redundancy, and enforce standards across applications and reporting environments.
  • Apply working knowledge of Electronic and Information Resources (EIR) Accessibility standards and assistive technologies to database administration tools and user interfaces.
  • Ensure that user interfaces for database administration and for inputting, viewing, and outputting data (including reports) are compliant with accessibility standards.
  • Provide support to users in obtaining data/information when EIR Accessibility issues arise, and coordinate with application/report developers to resolve issues.
  • Direct and coordinate with programmers, analysts, and other technical staff to implement database changes and enhancements to the database management system.
  • Review and correct database-related programs, scripts, and procedures for quality, performance, and compliance with standards.
  • Answer user questions and provide technical assistance regarding data, database structures, and access tools.
  • Confer with coworkers and stakeholders to determine the impact of database changes on other systems, operations, and staff cost, and to plan and schedule implementation.
  • Prepare and maintain database documentation, procedures, data definitions, and data dictionaries to ensure accurate, up-to-date reference materials.
  • Assist in developing and enforcing standards, guidelines, policies, and procedures designed to ensure the integrity, security, and performance of the database environment.
  • Support project control, quality assurance, and cost estimating activities related to database and data warehouse implementations.

  • 4-7 years of experience in the database administration, data warehousing, or a closely related information systems field.
  • Familiarity with standard concepts, practices, and procedures within the database and data warehouse management discipline.
  • Demonstrated ability to rely on experience and judgment to plan and accomplish goals with limited supervision.
  • Proven capacity to exercise creativity, initiative, and independent judgment in solving complex technical problems and optimizing database environments.
  • Ability to maintain security and integrity of critical infrastructure systems by preventing unauthorized access and ensuring compliance with laws and regulations related to national security and foreign ownership restrictions.
  • Required (5+ Years):
  • Strong knowledge of database management systems (DBMS), as well as data warehouse management and decision support tools.
  • Extensive experience in the development, implementation, and maintenance of data warehouses and data marts.
  • Experience with business intelligence/analytics tools (e.g., Business Objects) and building and maintaining the data dictionary.
  • Demonstrated ability to use database access tools to support application delivery and reporting.
  • Strong familiarity with analysis, planning, and management reporting functions.
  • Well-developed oral and written communications skills.
  • Strong teamwork and interpersonal skills to collaborate effectively across technical and non-technical teams.
  • Extremely high level of analytical ability to address very unusual and extremely difficult technical problems.
  • Understanding of benchmarking processes and techniques for database and data warehouse environments.

Preferred Qualifications:
  • 5+ years of experience with Oracle Database administration and development.
  • 5+ years of experience creating reports using SQL Server Reporting Services (SSRS).
  • 1+ year of experience with M204 database environments.
