Position: Quality Assurance Manager

Project Overview:-
Quality Assurance Manager position to support the Florida Workforce Integrated Networking Systems (FLWINS) program through the Workforce Partner Agency (WPA) Florida Commerce. FLWINS is focused on developing an integrated workforce development portal—a “one-stop shop” for education and training options, labor market information, career planning, workforce training, and education support across multiple Florida state agencies. This solicitation for services is intended to identify a Quality Assurance Staff Augmentation candidate to establish and maintain a baseline of quality, ensure compliance with applicable quality assurance standards, and monitor quality benchmarks and key performance indicators (KPIs) for the FL WINS solution.
Position Overview
Our client has requested resumes and pricing for the position listed below and intends to select one candidate.
Contractor will assist Florida Commerce and the with the following:
- RTM Traceability to Production:
- Trace and document all changes to requirements (“REQs”) across milestones.
- Trace all REQs through user stories, test cases, and acceptance criteria for each milestone as documented in Solution vendor deliverables; document discrepancies, omissions, and changes to REQs that were already delivered or partially delivered in each milestone.
- Document and verify features in the production environment.
- Implement Immediate Traceability Improvements:
- Focus is on implementing actionable changes to improve ongoing work for the Solution by making immediate improvements to the existing requirement related workflows and deliverables, e.g., sprint ceremonies, ADO tracking, and improvements to deliverables.
- Establish framework for post-implementation audit by creating a framework for documenting the complete requirements traceability for the Solution implementation post-Milestone 6 go-live (deliverables, ADO, production, change management).
- Build for the Future (Post-2026)
- Focus on establishing long-term, sustainable practices.
- Sprint Ceremony Playbook
- Create a set of clear, actionable guidelines and standards for conducting more rigorous sprint previews and reviews to ensure alignment and accountability.
- Production Verification Process
- Create a formal, documented process for verifying that sprint and requirement related deliverables are successfully deployed to production. This will include the recommended ADO configuration for automated tracking and a manual checklist as a fallback.
- Sustainable Qualify Management Framework
- Create a complete quality management framework detailing the standards, processes, reporting, and tools recommended for the long-term maintenance and operational phases of the Solution.
- Change, Risk, Action, Issue, Decisions, and Lessons Learned (CRAIDL) Oversight:
- Oversee the proactive identification, documentation, and management of FL WINS program level CRAIDL workflow items in alignment with the PMO. This involves developing mitigation strategies, escalating critical items to the FL WINS Program Director and stakeholders, and ensuring timely resolution to prevent delays or scope creep.
- Policy and Governance Implementation:
- Help the Program Directors validate that all FL WINS Program activities comply with state and federal regulations, policies, and established program governance structures. This often involves developing and enforcing standardized procedures and quality assurance protocols.
- Organizational Development and Sustainability:
- Support the FL WINS Program Directors with strategic planning for the future of the FL WINS Program and platform organization and governance, including, but not limited to, structure, roles, responsibilities, and capabilities, in alignment with the WPAs.
- Reporting and Documentation:
- Develop and present comprehensive, accurate progress reports and status updates to the FL WINS Program Director, executive program sponsors, executive steering committees, and key agency stakeholders. Ensure all critical program documentation is current and maintained. Determine a daily cadence for alignment with the FL WINS Program Director and escalation of key decisions, information sharing, and briefing on risk and issues.
- Strategic Planning Support:
- Contribute to the long-term strategic planning for the FL WINS Program, assisting the FL WINS Program Director in defining future phases, adjusting the FL WINS Program roadmap based on results, and ensuring alignment with state strategic goals.
- Perform other tasks as assigned by the FL WINS Program Director.
Contractor shall possess the professional and technical skills necessary to perform the IT Staff Augmentation Services or Management and Consulting Services required and shall have sufficient skills and experience to perform the services assigned to them. Contractor shall have the following knowledge, skills, and abilities:
- Bachelor’s degree in computer science, Information Systems, Business Administration, or other related field.
- Must ensure complete traceability across requirements, design, development, testing, and production using tools such as RTMs, DELs, and ADO.
- Experience in evaluating deliverables and work products against contractual requirements and documented acceptance criteria.
- Must maintain effective governance of Agile ceremonies, including sprint planning, previews, and reviews, to ensure alignment with approved scope.
- Must have hands‑on experience with ADO or similar tools to manage user stories, test cases, acceptance criteria, and deployments.
- Experience working with State of Florida government agencies, strong understanding of legislative considerations, and ability to manage complex stakeholder dynamics.
- Must have proven experience conducting verification and validation activities to confirm that deployed functionality meets documented requirements.
- Must demonstrate strong audit and documentation skills, including the ability to track discrepancies, maintain validation trackers, and produce required quality artifacts.
- Must have experience developing quality management frameworks, including guidelines, playbooks, and post‑implementation audit processes.
- Must have the ability to coordinate effectively with vendors, technical subject matter experts (SMEs), business SMEs, and program leadership to address quality issues and drive resolution.
- Must have strong analytical, problem‑solving, and communication skills to identify gaps, resolve misalignments, and provide actionable recommendations to leadership.
