In this position you will perform non-professional technical work in coordinating and monitoring work performed on the Supervisory Control and Data Acquisition (SCADA) system controlling electrical, water, sanitary, and industrial distribution systems on Robins AFB. The incumbent is responsible for serving as a single point for decisions and coordination relative to the management of the Utilities Supervisory Control and Data Acquisition (SCADA) and Utilities Control Systems (USC) systems. The incumbent is responsible for planning coordinating, and directing the SCADA/UCS Program. The incumbent is responsible for the standardization and planning of utility SCADA/UCS inspections, targeting and planning and monitoring work progress. Incumbent performs programming and software maintenance associated with a Unix-based, real-time Supervisory Control and Data Acquisition (SCADA) used for remotely monitoring and controlling various civil engineer systems including 24 high voltage circuits, 2 substations, 53 lift stations, 7 water wells, How meters, 5 water towers, 17 paralleling generators (producing 18 megawatt of power). The incumbent is also responsible to install, maintain, test troubleshoot, repair. and calibrate various types of moderately complex electronically controlled equipment.
Prepares engineering studies, analyses and calculations which specify required SCADA/UCS metering and monitoring for facilities and systems served by the utilities distribution networks. Such facilities and systems include buildings, air-compressor plants, pumping stations, and boiler facilities. The complexity and non-conventional nature of such facilities and systems entails considerable adaptation of conventional design and may involve implementation of non-conventional designs.

Knowledge, Skills, and Abilities (KSA):
1. A general knowledge of the mission, objectives, terminology, and processes in the operation of various civil engineer systems, e.g. high voltage, sewage, generators, etc., in order to recognize the interaction of the system and the SCADA.
2. Operating knowledge of Microsoft Windows, Microsoft Office, and Applix. Familiarity with Vector graphic and character display graphic editor programs and object oriented graphical user interface programs. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations.
3. Knowledge of overall concepts of SCA DA systems operations and maintenance, including Unix-based, real-time computer operating systems, data communication protocols, radio and phone line communications methods, installation, operations, and maintenance of LAN systems, and installation, operations, and maintenance of micro- processor-based remote terminal units (RTU).
4. Knowledge of microprocessor-based distributed-processing SCAD A and UCS systems and their components (programmable logic controllers, data gathering panels, remote terminal units, central processing units, voltage/current transducers, etc.). Knowledge of computer assisted engineering design and drafting systems as they relate to UCS and Utilities Metering, Must be able to prepare and interpret technical drawings from system modifications, improvements, and/or installations on the existing distribution system. Ability to meticulously attend to detail and record data accurately.
5. Familiarity with binary codes used in the construction of the map board definition file.
6. Knowledge of the installation, maintenance, testing, troubleshooting, repair, and calibration of electronically controlled industrial systems, components, and accessories. Knowledge of electronic theory and circuits and basic logic circuits for power. Familiarity with wiring diagrams and electrical, plumbing, and generation symbols.
7. Knowledge of the operation, capabilities, and limitations of electronic systems complicated by a variety of multi-component assemblies and devices.
8. Knowledge of health,, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.
9. General background in utilities system management including a knowledge of basic electrical and mechanical principles, systems, circuits, equipment, and controls including the ability to use mathematics. This knowledge should be augmented by knowledge of energy/water conservation applications and SCADA/UCS applications.
10. Knowledge of design theory, engineering practices and techniques, and installation practices of electrical and mechanical utilities metering to enable review, coordination, and evaluation of the work of government and/or contract engineers and technicians regarding the installation, operation, and maintenance of metering systems. Must be able to apply engineering theories and new developments to current problems and long-term planning on projects of broad scope and complexity. Must exercise long-range planning for repairs and upgrades for SCADA and UCS and Utilities Metering as opposed to focusing on short-term repairs.
11. Ability to select and use sophisticated engineering test equipment and instrumentation to conduct field analyses of utility system problems and evaluates the effectiveness of corrective actions. The incumbent should be familiar with instruments used to measure electrical systems such as KW meters, Power Factor meters, and Power Consumption meters, Power Quality meters as well as instruments used to evaluate communication problems such as oscilloscopes and optical time domain refractometers (OTDRs).
12. Ability to plan, conduct, and record site/facility surveys and inspection.
