Regulatory Compliance & Data Quality Analyst

Location: Remote (U.S.)

Duration: Long-Term Contract
Position Overview

We are seeking a Regulatory Compliance & Data Quality Analyst to support critical telecommunications and broadband assistance programs in a highly regulated environment.

This role combines regulatory compliance, data analysis, quality assurance, and operational problem-solving. The successful candidate will help ensure customer enrollment, eligibility, and reporting data is accurate, complete, and compliant with applicable program requirements.

The Analyst will investigate data and operational issues, identify root causes, collaborate with stakeholders, and drive the resolution of compliance-related exceptions. This role is ideal for someone who enjoys working with data, solving complex problems, and improving operational performance within regulated programs.
Program Support

The analyst will support customer-focused telecommunications and broadband assistance programs designed to expand access to essential communication services while maintaining compliance with applicable regulatory requirements.
Key Responsibilities
Regulatory Compliance
  • Develop a strong understanding of program regulations, operational requirements, and compliance standards.
  • Apply eligibility, enrollment, reporting, and validation requirements to operational processes.
  • Monitor compliance activities and identify potential risks.
  • Support audits, compliance reviews, and reporting activities.
  • Recommend corrective actions and process improvements.
Data Quality & Exception Management
  • Review customer records, transactions, and inbound data files.
  • Investigate processing errors, validation failures, and exception reports.
  • Identify data anomalies, inconsistencies, and accuracy issues.
  • Analyze trends and recurring operational problems.
  • Ensure program data meets established quality and compliance standards.
  • Process and respond to external program administration and oversight requests.
Root Cause Analysis & Problem Resolution
  • Research and troubleshoot operational and data-related issues.
  • Determine root causes across multiple areas, including:
    • Internal systems and processes
    • External agency interactions
    • Data formatting and transmission issues
    • Third-party vendor activity
    • Business rule or process failures
  • Document findings and recommend solutions.
  • Track issues through resolution and validate outcomes.
Cross-Functional Collaboration
  • Partner with Compliance, Operations, Technology, and Business teams.
  • Communicate findings and recommendations to both technical and non-technical stakeholders.
  • Coordinate issue remediation efforts and follow-up activities.
  • Support ongoing process improvement initiatives.
Quality Assurance & Validation
  • Validate program transactions, reports, and data outputs.
  • Perform quality reviews of program-related activities.
  • Verify corrective actions effectively resolve identified issues.
  • Help establish controls that improve data quality, operational efficiency, and compliance outcomes.
What Success Looks Like

Within the first six months, a successful candidate will:
  • Develop a strong understanding of applicable program regulations and requirements.
  • Become proficient in identifying and resolving data quality issues.
  • Independently investigate exceptions, processing errors, and operational discrepancies.
  • Drive root-cause analysis and issue resolution efforts.
  • Build strong partnerships across Compliance, Operations, and Technology teams.
  • Contribute to measurable improvements in data quality and compliance performance.
Qualifications
Required Skills

  • Ability to analyze large volumes of data.
  • Strong attention to detail and data accuracy.
  • Experience identifying trends, patterns, and anomalies.
Analytical Thinking
  • Strong problem-solving and root-cause analysis skills.
  • Ability to connect business processes with downstream data outcomes.
  • Demonstrated critical thinking and investigative capabilities.
Communication
  • Ability to clearly communicate findings and recommendations.
  • Strong written documentation and reporting skills.
  • Comfortable working with both technical and business stakeholders.
Organization & Execution
  • Ability to manage multiple investigations simultaneously.
  • Strong follow-through and documentation skills.
  • Capable of working independently in a remote environment.
Preferred Qualifications
  • Experience supporting regulatory or compliance-driven programs.

  • Knowledge of quality assurance methodologies and controls.
  • Telecommunications industry experience.
  • Experience with data validation, exception management, or error investigation.
  • Proficiency with reporting tools, spreadsheets, and data analysis techniques.
Ideal Candidate Profile

We're looking for someone who naturally asks:
  • Why did this fail?
  • Where did the issue originate?
  • Is this a system, process, or external data problem?
  • What business rule triggered the exception?
  • How can we prevent it from happening again?

The ideal candidate is naturally investigative, detail-oriented, and accountable. They take ownership of identifying root causes, driving resolution, and continuously improving processes rather than simply escalating issues to others.
