Employment in this role is conditional upon successful execution of the contract by the client.



The current period of performance is scheduled to end on June 30, 2027 ; however, the client retains the unilateral right to extend the contract beyond this date by exercising one or more option periods, subject to the terms, conditions, and funding provisions of the awarded contract.



The Work

The ERP Team Member / HCM Specialist serves as a key resource in the implementation and support of Human Capital Management (HCM) and payroll capabilities within the enterprise resource planning (ERP) environment. This position is responsible for ensuring that HCM and payroll business processes are accurately modeled, thoroughly tested, and effectively adopted across the organization.

The role leads and supports comprehensive testing activities, including the preparation and execution of user acceptance and payroll parallel testing, validation of payroll calculations, and documentation and resolution of testing issues. The ERP Team Member / HCM Specialist develops realistic business test scenarios, compares legacy and new system results, validates tax and deduction logic, and helps certify that the ERP solution safely meets operational needs prior to go?live.

Responsibilities

Testing Support
  • Prepare for and complete user acceptance and parallel testing of ERP HCM business processes.
  • Review and understand ERP HCM functional designs to confirm payroll processes are functioning as expected and validate calculations.
  • Work with project and UAT support teams to document testing results and resolve all issues.
  • Prepare detailed, realistic business test scenarios; execute payroll parallel cycles to compare legacy calculations against the new system; validate tax and deduction logic; document business defects; and certify that the software safely meets operational needs before go-live.

Business Process Changes Support
  • Evaluate business process change impacts based on business process models, project documentation, and system functionality.
  • Provide HCM and payroll business process subject matter expertise during working sessions with the ERP project team.
  • Provide subject matter expert recommendations and alternate business solutions to ERP business processes to better meet organizational needs.
  • Review payroll data needs and support and document the creation of PeopleSoft queries to meet those needs.
  • Review and prepare desk procedures, job aids, and learning tools (e.g., manuals) to support personnel in performing ERP payroll activities.
  • Prepare the organization to identify and adapt to business process changes associated with the ERP implementation.
  • Collaborate with training teams to provide knowledge transfer on HCM processes for end users.

Project Management Support
  • Identify risks associated with business process changes and recommend solutions (e.g., business process changes, policy updates).
  • Document ERP lessons learned and best practices that may promote efficiency and help to identify and mitigate potential risks.
  • Identify and record business process change impacts (e.g., policy changes, business process updates) and work through solutions with stakeholders.
  • Manage tasks associated with this effort.
  • Coordinate activities with resources responsible for transitioning to the new ERP solution.
  • Collaborate with stakeholders to develop policy, communications, and training for internal and external customers.
  • Collaborate on conversion and cutover planning and execution.
  • Support cutover validation activities.
  • Perform assigned tasks in accordance with the scope of work, as requested and directed by the Department.
  • Track and record work activities in one-hour increments to support accurate invoicing at the established hourly rate.
  • Prepare and submit required documentation in a format compatible with Microsoft Office 2013 or newer.

Status Reporting
  • Prepare weekly status reports detailing the status of assigned tasks, level of service provided to Department staff, and projected completion dates for each task.
  • Submit weekly status reports to the Department's Contract Manager on the designated day, using the required time/logging tool.

Time Reporting
  • Prepare monthly time reports documenting tasks worked on each day and the hours spent on each task.
  • Submit time reports to the Department's Contract Manager no later than the 5th day of the month following the reporting period.

Additional Documentation
  • Prepare and submit any additional documentation requested by the Department's Contract Manager.
  • Ensure that all additional documentation is provided within the specified timeframes and in the required format.
  • Perform other duties as assigned.


Qualifications

Candidates should demonstrate flexibility and a willingness to adapt to evolving responsibilities as outlined by the client.
  • Bachelor's degree in Computer Science, Information Systems, Business Administration, Accounting, Finance, or a closely related field; or an equivalent combination of education and relevant work experience.
  • Minimum of 3 years of directly related, hands-on experience serving as a Business Analyst, Subject Matter Expert (SME), or Functional SME during a large-scale ERP implementation.
  • Demonstrated experience working in the PeopleSoft HCM module, including expertise in processing HCM transactions.
  • Experience with PeopleSoft HCM business process mapping, operational readiness activities, and post?production support.
  • Experience developing training materials, job aids, and desk procedures to support effective knowledge transfer.
  • Experience providing functional support to a business unit during a major PeopleSoft payroll implementation.
  • Experience executing user acceptance testing (UAT).
  • Experience preparing detailed test scripts to support system and user acceptance testing.
  • High level of proficiency in both spoken and written English.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Minimum Skills Required:
  • Must possess problem-solving skills.
  • Exceptional communication skills, both oral and written
  • Ability to respond effectively to customers with a sense of urgency.
  • Proficient in Microsoft and Adobe toolsets, including Excel, Word, PowerPoint, Acrobat, etc.
  • Highly motivated with the ability to handle and manage multiple tasks at any one time.
  • Ability to forge new relationships, individual and teaming in nature.
  • Must be a Self-starter, that can work independently and as part of a team.


Preferred Qualifications:
  • Ability to work on-site in Tallahassee, Florida.
  • Experience working with a state government environment in Florida.
