Job Summary
The Transmission & Distribution (T&D) Infrastructure Program Manager is responsible for planning, managing, and executing multiple projects aimed at improving the island-wide electrical power system. This role supports infrastructure expansion, system resiliency, renewable energy integration, and modernization initiatives. The Program Manager oversees projects involving substations, transmission lines, and distribution systems while ensuring alignment with federal funding opportunities and regulatory requirements.
Key Responsibilities
Program & Project Management
Manage multiple infrastructure projects involving substations, transmission systems, and distribution networks.
Oversee planning, design, procurement, construction, and commissioning of electrical utility projects.
Coordinate cross-functional teams including engineering, operations, planning, and contractors.
Grid Modernization & Resiliency
Lead initiatives to strengthen grid resiliency against cyber threats, natural disasters, and climate-related risks.
Support integration of renewable energy sources and emerging grid technologies.
Implement infrastructure improvements to support system growth and reliability.
Federal Funding & Grant Programs
Identify and pursue federal funding opportunities through grant programs.
Prepare and manage project proposals, documentation, and compliance requirements related to funding.
Coordinate with federal agencies and stakeholders throughout funding lifecycle.
Infrastructure Development
Support development and upgrades of:
Electrical substations
Transmission lines
Distribution systems
Ensure projects meet technical standards, safety requirements, and operational goals.
Stakeholder Coordination
Collaborate with internal departments, government agencies, consultants, and contractors.
Provide regular project updates to senior leadership and stakeholders.
Compliance & Standards
Ensure compliance with national and local regulations, engineering standards, and safety codes.
Monitor project risks, budgets, and timelines.
Required Qualifications
Education
Bachelor’s degree in Electrical Engineering, Civil Engineering, or related engineering discipline.
Experience
8–12 years of experience in electrical utility infrastructure, transmission & distribution projects, or power systems.
Experience managing large-scale infrastructure or utility programs.
Experience with federal grant programs and funding processes is preferred.
Certifications (Preferred)
PMP certification from Project Management Institute
Professional Engineer (PE) license
Utility or energy sector certifications
