Job Title: Senior IAM Developer
Location: Linthicum Heights, MD (Hybrid)

Position Overview

The Senior IAM Developer will architect, modernize, and lead enterprise-wide Identity & Access Management (IAM) solutions supporting Maryland Benefits applications including:

• Consumer Portal

• Unified Benefits Screener

• One Application

This role is responsible for building a secure, scalable, compliant identity framework supporting internal users, agency partners, and public citizens.

This is a hands-on senior architect-level IAM role, not just operational IAM support.

Key Responsibilities

1 IAM Architecture & Modernization

• Design end-to-end enterprise IAM framework

• Modernize legacy identity systems

• Ensure scalability, compliance, and security alignment (State & Federal)

2 Federation & SSO Implementation

• Implement and manage:

  • SAML

  • OAuth 2.0

  • OpenID Connect (OIDC)

• Federate identities across multiple public-facing systems

3 Access Control & Privileged Access

• Design and enforce:

  • RBAC (Role-Based Access Control)

  • PAM (Privileged Access Management)

• Ensure least-privilege access principles

4 IAM Platform Integration (Hands-on)

• Microsoft Entra ID

• Forgerock

• AWS IAM

• AWS IAM Identity Center (SSO)

• AWS Secrets Manager

5 Identity Governance (IGA)

• Strong SailPoint expertise:

  • Access certifications

  • Automated provisioning

  • Access request workflows

  • JML (Joiner-Mover-Leaver) lifecycle automation

6 MFA & Adaptive Authentication

• Implement MFA policies

• Risk-based authentication

• AI/ML-based anomaly detection

• User Behavior Analytics (UBA)

7 DevSecOps Integration

• IAM integration within CI/CD pipelines

• Secure identity controls in automated workflows

• Code reviews & senior technical guidance

8 Compliance

• HIPAA

• PII protection

• State & Federal regulatory compliance

Required Qualifications

Education

• Bachelor s in Computer Science / Information Security / related technical field

Experience

• 7+ years overall software engineering experience

• 5+ years in senior IAM-focused architecture/development role

• Enterprise-level public-facing IAM system experience
