Job Title: Project Manager Consultant

Position Overview
Under limited supervision, this role supports a government agency s Office of Technology by leading the delivery of complex, high-impact hybrid Agile initiatives. The Project Manager will align project execution with organizational strategy, drive cross-functional collaboration, and mentor junior team members to strengthen delivery excellence across multiple business domains.
This role will primarily focus on leading an Application Migration and Modernization initiative, transitioning applications from a legacy agency environment to a new departmental structure. The objective is to modernize the technology portfolio, improve operational efficiency, and reduce costs through a structured migration approach.
This is a high-visibility position suited for a candidate who thrives in dynamic environments and enjoys driving meaningful organizational impact.
Key Responsibilities
- Lead and manage complex, high-impact projects using hybrid Agile methodologies
- Deliver executive-level project updates, reports, and presentations
- Collaborate with business leaders, product owners, and technical teams to align goals and expectations
- Facilitate Agile ceremonies (sprint planning, stand-ups, reviews, retrospectives)
- Mentor and coach junior project managers and team members
- Support enterprise-wide planning and system integration efforts
- Ensure compliance with procurement, fiscal policies, and regulatory requirements
- Manage vendor relationships, contracts, and negotiations
- Interpret and apply relevant laws, policies, and procedures
Required Qualifications
Education:
- Bachelor s degree in Business, Public Administration, Information Systems, or related field
Certifications:
- Project Management Professional (PMP)
- One or more Agile certifications such as:
- PMI-ACP
- SAFe Agilist (SA)
- Disciplined Agile Scrum Master (DASM)
Experience & Skills:
- Minimum 5 years of experience managing large-scale projects
- Proven experience leading Agile teams and managing full project lifecycles
- Strong leadership, communication, and stakeholder management skills
- Ability to manage multiple priorities in a fast-paced environment
- Proficiency in Microsoft 365 and Agile tools (e.g., JIRA, Microsoft Planner, or similar)
- Strong strategic thinking and problem-solving capabilities
Preferred Qualifications
- 10+ years of project management experience
- Experience in government or large enterprise environments
- Experience leading application migration or modernization initiatives
- Background in IT project delivery
- Familiarity with government procurement and fiscal policies
- Experience with vendor management and contract negotiations
- Prior experience working with state-level agencies
