Senior Dotnet Full Stack Developer (.NET + Angular)

Location : Cayce , SC (Hybrid Job)

The State of South Carolina is looking for a Systems Software Programmer - Consultant
Why is this position open: new position. This resource will be focusing on Public Health Financial and Administrative Systems.
Specific duties and responsibilities will include but are not limited to the following:
Application Development & System Support
- Develop, enhance, and maintain financial and administrative applications using the Angular framework and modern software engineering practices.
- Understand existing system architectures, integrations, and dependencies, including how DPH systems interface with SCEIS and other enterprise platforms.
- Identify technical gaps, performance issues, and modernization opportunities across legacy systems.
- Implement system improvements through reliable, secure, and scalable code. Maintain technical documentation, coding standards, and development procedures.
- Support all phases of the software development lifecycle, including design, development, integration, deployment, and maintenance.
DevOps, Testing & Implementation
- Develop and maintain CI/CD pipelines to automate build, testing, and deployment processes.
- Perform unit, integration, regression, and automated testing to ensure code quality and system reliability.
- Participate in system upgrades, code refactoring, security patches, and platform modernization projects.
- Support production deployments and collaborate with infrastructure teams to ensure stable and secure releases.
- Work with cross-functional stakeholders to coordinate release schedules and ensure smooth implementation of updates.
Technical Documentation & Knowledge Sharing
- Create and maintain documentation for application architecture, APIs, integrations, and deployment processes.
- Document best practices for coding, DevOps workflows, and security compliance.
- Provide technical guidance and collaborate with team members to improve development practices across the organization.
Data Integrity, Reporting & Integration Support
- Develop and maintain application logic and API integrations that ensure data accuracy, integrity, and consistency across HR and administrative systems.
- Support reporting needs by building or optimizing system components that feed reporting tools such as Power BI or similar platforms.
- Troubleshoot data inconsistencies and implement technical solutions to improve system performance and customer satisfaction.
System Optimization & Modernization
- Refactor legacy code and migrate aging applications to modern frameworks and platforms.
- Identify automation opportunities to replace manual workflows and improve system efficiency.
- Collaborate with HR, Finance, and IT subject-matter experts to understand functional needs and translate them into technical solutions.
- Participate in gap analyses to align current system capabilities with future-state technical requirements.
Project Participation & Cross-Team Collaboration
- Contribute technical expertise to project plans, development schedules, and resource estimates.
- Participate in technical design reviews, sprint planning, and Agile development ceremonies as needed.
- Update and track work items in the agency ticketing system, ensuring transparency and accurate progress reporting.
- Assist project teams in identifying technical risks, recommending solutions, and supporting successful project delivery.
- Promote a collaborative, solution-focused environment that supports project momentum and team success.
REQUIRED SKILLS:
- 3+ years of experience developing modern web applications using angular (PRIMENG), TYPESCRIPT, JAVASCRIPT, HTML, AND CSS, including integration WITH RESTFUL APIS AND BACKEND SERVICES
- 3+ years of experience developing restful APIS AND BACKEND SERVICES USING ASP.NET CORE, including application integration and troubleshooting across development and deployment environments
- 3+ years of experience with MICROSOFT SQL SERVER 2022 or later, including database design, data modeling, stored procedures, performance-optimized queries, and SQL troubleshooting
- 3+ years of experience with Devops practices, including CI/CD pipelines, automated builds, deployments, and environment troubleshooting
- 5+ years of experience applying software engineering principles, SDLC, secure coding standards, and system testing (unit, integration, regression manual and automated)
- 3+ years of experience creating technical documentation, including system architecture, api specifications, and deployment guides
- Familiarity with data privacy, security standards, and regulatory compliance relevant to state and federal systems (e.g., HIPAA)
PREFERRED SKILLS
- Experience with industry-standard information security practices such as NIST, HIPAA, OR CJIS.
- Experience with it development and implementation projects.
- Experience with power bi or supporting data pipelines for reporting and analytics.
- Familiarity with infrastructure or cloud technologies such as AZURE.
- Experience with Sharepoint or collaborative content-management platforms.
