Child Support Systems Project Manager (IT)

Job Title: Senior IT Project Manager – Child Support Systems (Public Sector)

Location: Remote (Must be available for occasional travel to Pierre)

Duration: 12 Months Contract

Job Description:

We are seeking an experienced Senior IT Project Manager to lead enterprise-level technology initiatives for the Division of Child Support. This role will focus on modernization and transformation of critical information systems supporting child support programs.

The ideal candidate will have a strong background in public sector IT projects, particularly within Child Support systems, and experience managing large-scale, complex implementations involving multiple stakeholders.

Key Responsibilities:

• Lead the design, development, and implementation of enterprise IT transformation projects
• Provide strategic direction for system modernization initiatives
• Define and manage business and technical requirements in collaboration with product owners, SMEs, and scrum teams
• Oversee end-to-end project delivery, ensuring timelines, scope, and budget adherence
• Coordinate with development teams, vendors, and state stakeholders
• Implement and maintain project governance and monitoring controls
• Facilitate communication across cross-functional teams and leadership
• Mentor and guide internal state resources on project management best practices

Required Qualifications:

• Strong experience as an IT Project Manager / Program Manager
• Proven experience with Child Support Systems / Child Support Enforcement (CSE) projects
• Experience in government / public sector / HHS (Health & Human Services) environments
• Demonstrated success managing large-scale enterprise IT implementations
• Strong knowledge of SDLC methodologies (Agile, Waterfall, DevOps)
• Experience in project governance, risk management, and stakeholder management
• Ability to translate business requirements into technical solutions

Preferred Qualifications:

• PMP Certification (or equivalent)
• Experience in system modernization or legacy transformation projects
• Prior experience working with state agencies or DSS programs

Additional Details:

• Remote role with occasional onsite travel required
• Strong communication and leadership skills are essential
• Candidates with direct Child Support domain experience will be prioritized
