Summary

Role Type: Contract

Work Arrangement: Hybrid (75% Onsite / 25% Remote)

Location: Columbia, South Carolina

Interview Mode: One Round (In-Person, Video, or Phone)

Shift: EST (40 hours/week; must be flexible for after-hours tasks if needed)

Key Responsibilities

System Modernization: Study and learn system capabilities for financial and administrative platforms to support migration to agency-standard environments.
Requirements Gathering: Partner with Program Area System Owners and SMEs to define business/technical requirements, future-state workflows, and work breakdowns.
Documentation: Manage and review project documents, including project plans, schedules, lessons learned, and scope statements.
Testing & Quality: Develop comprehensive test plans, conduct testing, and track outcomes (successful results, bugs, and remediation needs).
Analytics & Reporting: Develop advanced reporting and dashboard capabilities using Excel and Power BI.
Security & Compliance: Assist in developing procedures that comply with agency cybersecurity policies (NIST 800-53, FISMA, and HIPAA).
Liaison: Facilitate stakeholder meetings and act as the bridge between technical peers, user management, and vendors.

Required Qualifications

Data Expertise: 5+ years of experience in Data Analysis and Data Mining using Excel and SQL.
Process Modeling: 5+ years of experience with workflow and process modeling (Visio).
Software Lifecycle: 5+ years of experience in the SDLC, specifically driving and supporting modernization initiatives.
Tools: Expert proficiency in MS Office (Word, Excel, PowerPoint, Visio) and MS SharePoint.
Education: Bachelor's or Master's Degree in a relevant field (or equivalent work experience).

Preferred Skills

Security Standards: Experience with data classification related to CDC, HIPAA, and CJIS.
Compliance: Knowledge of NIST industry-standard information security practices.
Project Tools: Experience with MS Project, MS Planner, and Azure DevOps.
Sector Experience: Previous experience in the public or government sector.
