Job Overview:
Requirement/Must Have:
- University graduation in Business, Management, or a related discipline with a minimum of 4 years of Project Management experience; OR
- Two-year diploma in Business, Management, or a related discipline with a minimum of 6 years of Project Management experience; OR
- One-year certificate in Business, Management, or a related discipline with a minimum of 7 years of Project Management experience; OR
- Minimum of 8 years of Project Management experience.
- Minimum of 4 years of experience working with ADX Studio and CRM Dynamics to Power Applications and Dataverse migrations.
- Minimum of 8 years of experience defining project scope and goals in collaboration with business stakeholders.
- Minimum of 8 years of experience developing project deliverables, including project charters, business cases, briefing notes, status reports, risk logs, project closure documents, and dashboards.
- Minimum of 8 years of experience managing multiple projects concurrently.
- Minimum of 8 years of experience managing large, complex custom software application development projects in an environment comparable in size and complexity to the Government of Alberta.
Responsibilities:
- Coordinate and deliver IT projects from initiation through completion.
- Establish project timelines, assign tasks, monitor progress, and ensure project objectives are achieved.
- Develop project charters, business cases, project plans, schedules, and supporting documentation.
- Define project objectives, scope, assumptions, timelines, resource requirements, risks, benefits, dependencies, and budgets.
- Work closely with business stakeholders and IT leadership to define requirements and deliver compliant IT solutions aligned with enterprise architecture.
- Manage application modernization and migration activities, including ADX Studio/CRM Dynamics to Power Applications and Dataverse migrations.
- Oversee planning, architecture, user story definition, workflow development, testing, UAT, change management, deployment, and go-live activities.
- Manage complex IT system enhancements and integrations supporting regulatory, financial, operational, and physical commodity tracking requirements.
- Coordinate project activities across business teams, technical teams, vendors, project sponsors, and cross-departmental partners.
- Develop recommendations covering resource requirements, dependencies, interdependencies, policy implications, project methodology, and delivery approaches.
- Lead and facilitate risk and impact assessments across multiple scenarios.
- Engage stakeholders to identify, evaluate, and mitigate project risks and impacts.
- Interpret assessment findings and provide recommendations to project leadership and stakeholders.
- Develop and package project deliverables for steering committees, internal support teams, senior management, and other stakeholders.
- Create and manage project budgets and track forecasted versus actual expenditures.
- Monitor budget variances and provide regular financial status reporting.
- Manage multiple projects, project resources, dependencies, and governance activities simultaneously.
- Establish effective project communication with sponsors and stakeholders throughout the project lifecycle.
- Escalate risks, issues, dependencies, and project concerns to appropriate leadership.
- Maintain strong client relationships and proactively resolve project challenges to achieve successful outcomes.
- Develop project organization structures with clearly defined roles and responsibilities.
- Establish project schedules and delivery strategies, estimate resource requirements, and monitor work plans.
- Take corrective action when project tasks or milestones are at risk of delay.
- Provide guidance to project resources regarding priorities, deliverables, and deadlines.
- Develop business and technical requirements documentation as required.
- Document and report project status against established objectives, milestones, budgets, timelines, and resources.
- Facilitate the tracking, resolution, and closure of project issues and risks.
- Support change management and project communications for business and project teams.
- Assess project outcomes against established objectives and identify opportunities for continuous improvement.
- Follow project management office standards and assist in developing new standards where required.
- Perform additional project management and governance activities as required.
- Project Experience:
ADX Studio Migration Security & Platform Modernization
- Lead migration from legacy ADX Studio to Microsoft Power Pages and Dataverse to address cybersecurity vulnerabilities and modernize the application platform.
- Manage planning, architecture, user stories, standardized workflows, UAT, change management, deployment, and go-live activities.
- Coordinate ADX Studio/CRM Dynamics to Power Applications and Dataverse migration activities.
Natural Gas Royalty-in-Kind (GRIK) Initiative
- Support implementation of a two-phase regulatory and financial framework for natural gas royalties-in-kind.
- Coordinate system enhancements and integrations across MRIS, Intel ESG, Petrinex, and CARS.
- Support physical volume tracking, volumetric reconciliation, financial integration, royalty credits, and mandatory Crown directive processes.
Bitumen Royalty In-Kind (BRIK) Regulatory Backstop
- Modernize legacy cash-based royalty systems, including ETS, OASIS, CARS, RFM, and EAD.
- Support implementation of physical barrel delivery tracking, carve-out valuations, transaction classifications, and APMC reconciliation.
- Coordinate manual process implementation followed by full system automation and end-to-end integration.
Enhanced Hydrocarbon Recovery Program (EHRP) Modernization
- Coordinate application changes supporting the Research and Commercialization Stream (RACS), Enhanced Hydrocarbon Recovery (EHR) Stream, and Innovative Technology Program (ITP) Stream.
- Support modernization of application intake, approval workflows, eligibility assessments, royalty calculation engines, credit management, and compliance reporting.
