Role: Data Engineer / Systems Architect

Location: Camp Murray, WA (Southwest of Tacoma)

Work Type: Hybrid ( 25% onsite & 75% remote) Can change depending on the situation

Employment Type: Long Term Contract

• Microsoft Dataverse (A365) backend, ensuring seamless data egress, schema linkage, and the strict enforcement of Role-Based Access Controls (RBAC).
  
  

  Responsibilities:

  • The scope of this effort includes project management, native data transformation within IL5 data lakes, API pipeline engineering, Dataverse schema architecture, technical validation, and developer support.
  • Identify datasets within current enterprise platforms (Vantage/Advana).
  • The Contractor shall conduct a comprehensive data discovery phase to map existing data architectures, table structures, and data dictionaries.
  • The Contractor shall evaluate the quality, completeness, and update frequency of identified datasets to determine their viability for integration.

  Deliverable: The Contractor shall deliver a Data Discovery and Assessment Report detailing available datasets, identified gaps, and a roadmap for ingestion.

  • Engineer automated Extract, Transform, and Load (ETL) pipelines to ingest required datasets from enterprise platforms into the central data integration environment.
  • Pipelines shall be designed for high availability, fault tolerance, and automated error reporting.
  • The Contractor shall ensure data ingestion meets established latency and frequency requirements (e.g., near real-time, daily, or weekly batch processing) as defined by stakeholder needs.
  • Harmonize these disparate sources to resolve conflicting formatting, duplicate records, and missing values.
  • The Contractor shall establish and apply standardized Data Quality (DQ) business rules to cleanse data prior to final storage.
  • The Contractor shall implement Master Data Management (MDM) best practices to establish a single source of truth across conflicting data sets.

  Deliverable: The Contractor shall maintain a Data Quality Log that tracks error rates, deduplication metrics, and harmonization resolutions.

  • Develop a localized data ontology (data model) that translates flat data records from all sources into unified, relational, unit-specific objects and properties.
  • All transformations must support a "Star Schema" or similar dimensional modeling architectures required for optimal Microsoft Power BI and Power Apps performance.
  • Contractor shall document the data model, detailing fact tables, dimension tables, and primary/foreign key relationships.

  Deliverable: The Contractor shall deliver and maintain an updated Data Dictionary and Entity-Relationship Diagram (ERD).

  • Engineer, test, and sustain secure automated data egress connections (e.g., REST API, OData, or approved secure connectors) from the integrated data environment to the target Army Power Platform tenant.
  • Apply strict Role-Based Access Control (RBAC) and data tagging to ensure IL5 compliance across the entire data lifecycle.
  • Shall implement Row-Level Security (RLS) and Object-Level Security (OLS) where necessary to restrict data access based on user clearance and need-to-know.
  • The Contractor shall provide a Security and Access Control Plan detailing RBAC matrices and compliance measures
  • Coordinate State equities with current and future National Guard Bureau (NGB) stakeholders through various working groups and meetings to ensure data ontology compliance with NGB efforts.
  • Validate the integrity, accuracy, and programmatic completeness of all data transformations, processing steps, and target egress payloads.
