Job Title: Application Development Expert (AI Capabilities) (Onsite)

Position Description:
The Contractor Personnel will work collaboratively with client Enterprise Software Services and business staff to evaluate, design, implement, and support AI-enabled business solutions and Generative AI integrations across enterprise applications, including Global Intake, client Forms, Auction, Real Estate Tracker, legacy COBOL modernization, and other enterprise systems. Responsibilities include AI-assisted workflows, Large Language Model (LLM) integration, Retrieval-Augmented Generation (RAG), vectorized knowledge repositories, and adherence to responsible AI, data privacy, security, and governance requirements.
 
The role provides full-stack technical expertise across UI/UX, business logic, data persistence, and integration layers, including REST APIs, connectors, and ETL processes. Responsibilities also include database schema changes, data migration and synchronization, API integration, Power Platform solution packaging, Dev/Test/Prod environment configuration, and CI/CD deployment, requiring strong knowledge of version control, release management, and cross-environment dependencies.
 
Because enterprise applications share common data and integration points, the Application Development Expert is essential to coordinating changes across systems, maintaining data integrity and solution consistency, minimizing regression risks, and ensuring successful deployment and production support.
 
Primary Duties and Responsibilities:
 
  • Design, develop, and implement AI-powered applications using Azure OpenAI, OpenAI APIs, Azure AI Services, Microsoft Copilot Studio, and related AI platforms.
  • Develop and support Generative AI solutions including conversational assistants, AI agents, intelligent search, document summarization, content generation, and workflow automation.
  • Design and implement Retrieval Augmented Generation (RAG) architectures utilizing vector databases, semantic search, embeddings, and enterprise knowledge repositories.
  • Integrate AI capabilities into existing .NET, Azure, and Microsoft Power Platform applications to improve business processes and user productivity.
  • Develop prompt engineering frameworks, AI orchestration workflows, and agentic AI solutions to support complex business use cases.
  • Evaluate, test, and optimize Large Language Models (LLMs) for accuracy, performance, security, and cost efficiency.
  • Implement AI governance controls including data protection, responsible AI practices, model monitoring, auditing, and compliance with organizational security standards.
  • Develop AI-enabled document processing solutions utilizing OCR, natural language processing (NLP), intelligent classification, and information extraction technologies.
  • Collaborate with business stakeholders to identify opportunities for AI adoption and develop AI roadmaps aligned with organizational objectives.
  • Monitor emerging AI technologies and provide recommendations for adoption, modernization, and continuous improvement initiatives.
 
Position Requirements and Relevant Years of Experience:
 
  • Full Stack Development Expertise
  • Backend: .NET Core, C#, Entity Framework, SQL Server
  • Frontend: React.js or Angular, HTML5, CSS3, JavaScript/TypeScript
  • Integration: API development, authentication frameworks, and cloud-native services
  • AI & Automation Capabilities:
  • Experience with AI toolkits (e.g., OpenAI, Azure AI, ML.NET)
  • Ability to build intelligent features (e.g., predictive analytics, NLP-driven workflows)
  • Familiarity with prompt engineering and embedding AI into business logic
  • Modernization & Refactoring Experience:
  • Refactoring legacy systems into modular, cloud-ready architectures
  • Migrating monolithic applications to microservices
  • Enhancing performance, maintainability, and security posture
  • Collaboration & Delivery:
  • Agile/Scrum participation, backlog grooming, and sprint execution
  • Clear documentation and stakeholder communication
  • Strong problem-solving and debugging skills.
  • At least ten (10) years of software development experience
  • Proficiency in .NET Core, C#, and ASP.NET MVC for scalable backend development
  • Experience with React.js, Angular, and TypeScript for dynamic front-end interfaces
  • Familiarity with RESTful APIs, Graph QL, and microservices architecture.
  • Exposure to AI integration, including use of OpenAI APIs, ML.NET, and Azure Cognitive Services.
  • Strong understanding of DevOps pipelines, CI/CD, and containerization using Docker or Kubernetes
  • Proven experience supporting and modernizing legacy systems including MS Access, Classic ASP, VBScript, VB.NET, and VBA applications
  • Proven ability to collaborate across product design, and data teams in agile environments
 
Preferred Requirements:
  • Prior MDOT Experience
  • Microsoft Certifications
 
Education:
  • This position requires a bachelor’s in computer science, Information Systems, or a related field or equivalent work experience. (Note: A Master’s degree is preferred.)
