Roles and Responsibilities

Information Gathering, Support & Build

1. System Assessment and Optimization: Assess and optimize system designs by reviewing and analyzing user needs. Customize systems through design and configuration to meet evolving business requirements. Participate in planning for remote hardware and communications facilities.
2. Workflow Design and Configuration: Coordinate and lead workflow design discussions, document workflows, oversee system build and configuration, coordinate testing, and analyze related issues.
3. Governance and Process Development: Develop, document, and facilitate governance processes between business stakeholders and IT teams within the existing governance framework. Cover the end-to-end process, including request submission, budget and funding, project estimates, approvals, prioritization, execution, and outcome measurement.
4. Stakeholder and Vendor Coordination: Coordinate with client department subject matter experts, DPH IT, and third-party vendors to ensure data movement frameworks are built and configured according to project milestones and timelines.
5. Project Planning and Management: Create project plans, estimate timeframes, define tasks, and identify resources required to complete projects on schedule and within budget. Monitor progress through regular project meetings and follow up on areas requiring assistance.
6. Software Research and Evaluation: Analyze data processing needs and research and evaluate software across multiple platforms to support departmental goals. Assist in developing software evaluation criteria.
7. System Design and Documentation: Determine system operating characteristics and requirements, develop or modify general system designs, document system specifications, and conduct walkthroughs of proposed solutions.
8. Feasibility Studies and Vendor Evaluation: Conduct feasibility studies, evaluate vendor products, and recommend solutions based on user requirements and systems analysis.
9. System Maintenance and Disaster Recovery: Monitor the maintenance and enhancement of complex computer and telecommunications systems to ensure proper functionality. Provide support, analysis, coordination, and assistance for networks, including disaster recovery.
10. Troubleshooting and Technical Support: Troubleshoot software issues through telephone and on-site support. Provide technical assistance with system planning, engineering, and architecture, and implement appropriate solutions.
11. User Training: Conduct user training sessions and develop training materials to support effective system usage.
12. Project Documentation: Create, update, and maintain project documentation and supporting materials.
13. Software Installation and Maintenance: Install and maintain software as needed. Facilitate communication between clients and vendors regarding system maintenance issues and perform non-routine additions, moves, and changes.
14. Application Development and Compatibility: Test and modify software for network compatibility, participate in detailed application design and development, and develop database applications as required.
15. System Configuration and Integration: Update system software, modify system configurations, and facilitate data communication across different system platforms.
16. Committee and Department Representation: Represent the department in computer user meetings and related committee discussions.
17. Reporting and Regulatory Support: Generate reports and statistics to meet user and program requirements. Coordinate with other departments, jurisdictions, and users regarding regulations and reporting requests.
18. Database Analysis and Design: Conduct database systems analysis and design, perform data normalization tasks as needed, assist in developing relational databases, support data conversion, and maintain data dictionaries.
19. Integration Testing and Validation: Develop and execute testing for integration solutions, including data validation. Schedule and facilitate status, build, and testing meetings, along with other required project activities.
20. Patient Access Systems Leadership: Lead Patient Access systems analysis, design, build, project planning, implementation, testing, and conversion testing.
21. EMR Integration Coordination: Work closely with EMR integration product managers to ensure alignment and coordination of integration-related activities.
