Job Title: Card Identification Specialist SME

Program Phase Context:
This role supports the exploratory phase of the NextGen Smart ID initiative. Activities focus on requirements development, analysis, and planning. System implementation, deployment, and operational rollout are out of scope. Outputs will directly inform future procurement, design, and enterprise rollout phases.
Position Summary:
The Card Identification Specialist serves as the primary SME responsible for enterprise credentialing requirements, current-state analysis, and conceptual future-state architecture aligned to Smart ID. The role bridges legacy badge systems with emerging identity technologies and ensures alignment with architecture, cybersecurity, and operational standards. This position combines strategic leadership with hands-on operational guidance. The role requires deep expertise across both physical and logical identity systems, including legacy platforms and modern authentication technologies.
Key Responsibilities:
Lead enterprise requirements gathering across business, technical, operational, and security domains.
Conduct current-state assessments of credential use, systems, and integrations.
Conduct industry and regulatory research to benchmark credentialing best practices, standards, and emerging technologies across transportation, federal, and critical infrastructure sectors; incorporate findings into enterprise requirements, architecture, and roadmap development
Develop use cases, workflows, and acceptance criteria.
Define conceptual architectures integrating PACS, IAM, and supporting systems.
Develop roadmap and sequencing for future implementation phases.
Provide operational support and troubleshooting guidance for credential lifecycle processes.
Oversee vendor deliverables and ensure quality, traceability, and standards alignment.
Establish and enforce standardized credentialing practices enterprise-wide.
Define KPIs, reporting, and risk mitigation approaches.
Support governance, audit readiness, and regulatory compliance.
Support training, change management, and workforce adoption.
Deliverable Ownership
Support and validate Smart ID deliverables including requirements specification, current-state assessment, use case catalogs, conceptual architecture diagrams, roadmap, procurement inputs, and final reporting.
Qualifications:
8+ years in credentialing, IAM. Experience with enterprise requirements development, stakeholder engagement, and large-scale credential programs. Experience in transportation or regulated environments preferred.
Technical Expertise:
We are looking for an expert with strong knowledge of RFID, NFC, smart cards, and PIV/FIPS 201.
Proven experience with PACS platforms such as LenelS2, Genetec, and Honeywell.
Expertise in integrating PACS with IAM systems.
Deep familiarity with identity standards, including NIST 800-63, ISO 27001, PKI, SAML, OAuth, and OpenID Connect.
Demonstrated experience supporting hybrid identity environments (on-premises and cloud).
Strong knowledge of modern authentication methods, including FIDO2 and passwordless solutions.
Solid understanding of Zero Trust architectures.
Preferred Qualifications:
Experience supporting federal, transportation, or critical infrastructure environments. Knowledge of TSA, FRA, or similar regulatory frameworks. Experience with enterprise identity modernization initiatives.

CISSP (Certified Information Systems Security Professional)
CISM (Certified Information Security Manager)
Certified Identity and Access Manager (CIAM/CIP or equivalent)
PSP (Physical Security Professional) or CPP (Certified Protection Professional)
PKI or cryptography-related certifications
Success Profile:
Delivers structured, actionable requirements and roadmap outputs enabling informed Smart ID decisions. Balances legacy systems with future identity strategy while ensuring operational feasibility and enterprise alignment.
