Position Overview

The Construction Engineer / Project Manager supports construction oversight, technical coordination, and project administration for complex public infrastructure projects. This role is responsible for planning, field inspection, quality compliance, documentation, and project controls within established regulatory and operational guidelines.

This position requires hands-on field involvement, strong documentation skills, and coordination across multiple technical and operational teams.

Key Responsibilities

Field Support & Inspection

• Conduct on-site inspections to verify construction activities comply with approved plans, specifications, and safety standards
• Perform substantial completion and final inspections
• Document daily field activities, completed work, and site conditions through detailed inspection reports
• Monitor and report site safety conditions

Project Coordination & Controls

• Monitor project performance against KPIs and quality objectives
• Prepare status summaries and reports for leadership
• Coordinate with technical and operational groups to minimize service disruptions
• Participate in coordination and quality assurance meetings
• Maintain organized project documentation including:
  • Submittals
  • RFIs
  • Change orders
  • Correspondence
  • Meeting minutes

Technical & Administrative Support

• Review construction plans and specifications; identify and communicate design modifications
• Evaluate inspection procedures for adherence to established practices
• Review and recommend approval of contractor payment requests
• Support procurement processes and contract compliance
• Assist with change order evaluations and claim reviews
• Prepare project correspondence, reports, and recommendations
• Support safety and quality management compliance efforts

Required Qualifications

• Bachelor's degree in Engineering OR 10+ years of equivalent project experience
• Minimum 5 years of experience managing construction projects involving complex communication, electrical, or technical systems
• Knowledge of public infrastructure construction regulations and standards
• Experience with procurement and contract compliance processes
• Experience supporting change order and claim evaluations
• Ability to pass required background screening
• Ability to work in confined spaces
• Valid driver's license and reliable transportation
• Ability to obtain required site-access and safety certifications

• Work order management
• Asset tracking and lifecycle documentation
