The Michigan Department of State is seeking an experienced Business Analyst with a strong blend of Business Analysis and Quality Assurance expertise to support Agile project teams. This role will be responsible for gathering and documenting business requirements, creating user stories, coordinating testing activities, and serving as a Scrum Master within Azure DevOps-driven projects.

The ideal candidate will have hands-on experience with business process analysis, quality assurance, Agile methodologies, Azure DevOps, and stakeholder collaboration. Candidates must be comfortable working with both technical and non-technical teams to ensure successful project delivery.

• 3+ years of experience as a Business Analyst
• 3+ years of experience as a Quality Assurance Analyst
• 3+ years of experience with Azure DevOps (or similar tools such as Jira)
• Strong understanding of Business Analysis, Quality Assurance, and Development lifecycles
• Experience creating and documenting As-Is and To-Be business processes
• Experience developing product roadmaps
• Knowledge of Agile and Project Management methodologies
• Experience using BA/QA tools such as Figma, Visio, or similar tools
• Strong documentation, communication, and stakeholder management skills

• Gather, analyze, and document business and functional requirements
• Develop process flows, use cases, user stories, and acceptance criteria
• Translate business requirements into technical specifications
• Create and execute test plans, test cases, and test scenarios
• Perform functional, integration, regression, and UAT testing
• Track, manage, and validate defects through resolution
• Collaborate with developers, project managers, and stakeholders
• Support Agile ceremonies and Scrum activities using Azure DevOps
• Assist with training materials, system demonstrations, and production validation
• Maintain project documentation throughout the software development lifecycle
• Analyze current and future-state business processes to support solution design

• Strong experience in Business Analysis and Quality Assurance
• Experience managing epics, features, user stories, and work items in Azure DevOps or Jira
• Familiarity with Agile/Scrum methodologies
• Experience creating process diagrams, workflows, and business documentation
• Excellent verbal and written communication skills

• Hybrid schedule with mandatory onsite work on Tuesdays and Wednesdays
• First month requires onsite presence 5 days per week
• Must reside within 1 hour of Lansing, MI
• Must be available for an in-person interview

• Experience serving as a Scrum Master or Agile team lead
