Summary
Title: Senior Business Systems Analyst (Data Specialist with Sr. Analyst duties)
Location: Remote
Duration: 12+ months
JUDICIAL EXPERIENCE MANDATORY
- Analyze, design, construct, maintain, and enhance data pipelines supporting statistical reports for the Appellate Courts (Supreme Court and Courts of Appeal) statewide data case management system (ACCMS) and reports generated through SAS application
- Review and analyze existing scripts used to generate statewide report out of ACCMS for Courts of Appeal Monthly, Quarterly, and Annual statistical stats. Create and execute data warehouse for case management system inquiries according to established specifications.
- Manage the migration of the current statistical analysis software tool, SAS to a more updated statistical analysis software tool—this includes reviewing available tools and making a recommendation for the migration of the data to a better suited statistical analysis software solution
- Generate and document technical specifications and process for data extraction processes.
- Support onboarding of new courts to the ACCMS enhancements/platform; provide guidance and subject matter expertise; set up can configure ADLS, Snowflake and Talend; provide assistance and support setting up court environment; provide assistance setting up data extracts.
- Create and execute data quality control processes.
- Provide technical and troubleshooting support for project teams and courts; validate data file submission (structure and data), validate data quality, provide support to business owners on data submission issues.
- Provide data engineering training to Court staff developing data engineering skills
- Assist and support the courts with their data extraction routines, provide training when required.
- Work with JCIT team to ensure court data flows into data pipelines. Provide additional support to JCIT staff and Court Technology Managers (data technologists).
- Perform data modeling for the courts as needed.
- Support services provided by Appellate Court Services Office for the Appellate Courts.
- Provide additional support and/or assume operational support of enhancements to ACCMS and report generator; perform deployment of new code to environments.
- Provide Coding Maintenance and Support; maintain and support ACCMS and Snowflake coding artifacts (Database and Union Views), maintain and support statistical analysis software tools and dashboards.

- 5+ years as a data specialist, analyzing, designing, developing and maintaining optimal data models and pipelines:
- Analyzing and developing data models and data dictionaries for data warehouse and data analytics integration
- Assembling large, complex data sets that meet business requirements,
- Building the infrastructure required for optimal extraction, transformation, and loading of data from a wide variety of data sources using SQL, SAS, Power BI and cloud-based technologies.
- 5+ years of experience with principles and techniques of analyzing and documenting all product life cycle artifacts such as functional requirements, business cases, project charters, communication plans, test plans, detailed functional specifications.
- Prior experience implementing large scale multi-organizational data warehousing solutions using ETL tools, Machine learning, and Data APIs
- 5+ years of experience analyzing data using SAS.
- 5+ years of experience analyzing data using Power BI.
- 5+ years of experience in data modeling
- 5+ years of programming experience in SQL
- 5+ years of experience using an enterprise grade ETL/ELT product (i.e., Talend, Informatica, Oracle Data Integrator, etc.)
- Strong understanding of data classifications, data access and security
- Proven track record of written and verbal communication skills, with both technical and non-technical audiences.
- Experienced working with project schedules, identifying deliverables, milestones, and timelines for assigned projects.
- Confidence explaining decisions, analyses, and recommendations to stakeholders of varying levels of seniority and digital content knowledge.
- Great inter-personal skills, flexible can-do attitude, and drive for continuous improvement.
- Ability to assess and evaluate situations and identify creative problem-solving solutions.
- Experienced with MS Office applications including Word, Excel, Project, and Visio.
- Knowledge of digital government and digital government strategies
- Ability to communicate clearly and effectively in English, both orally and written.
- Proficient in Microsoft applications
- Recent experience within government agencies or public-sector bodies with projects of a similar type
- Experience integrating, supporting and administering Snowflake
- Experience using Talend Data Fabric, R, and Power BI
