- DESCRIPTION OF SERVICES
The Railroad Commission of Texas requires the services of a Senior Technical Project Manager, hereafter referred to as Candidate, who meets the general qualifications for this role and the specifications outlined in this document for Railroad Commission of Texas.
The Senior Technical Project Manager will lead the planning, coordination, and execution of initiatives related to transitioning reporting and dataextract processes from the mainframe environment to the future cloud platform. This role requires strong technical understanding, excellent communication skills, and the ability to collaborate with business stakeholders, data engineers, architects, and leadership teams. The ideal candidate will have experience in largescale data modernization efforts and a strong background in requirements gathering, data workflows, and enterprise reporting.
The Candidate will be responsible for delivering multiple projects on schedule and within budget by applying project management best practices, ensuring scope alignment, managing stakeholder expectations, and tracking project risks and issues.
ESSENTIAL FUNCTIONS:
- Project Management: Lead endtoend project delivery for reporting and extract migration from mainframe systems to the Cloud or Lake. Develop and manage project plans, timelines, milestones, risks, and dependencies.
- Stakeholder Engagement: Facilitate cross functional communication and coordination between technical teams, business units, and leadership to ensure alignment.
- Technical Collaboration: Conduct detailed sessions with business stakeholders to understand reporting, extract, and downstream data needs. Work closely with data engineers, solution architects, and teams to ensure requirements are accurately implemented.
- Agile Delivery: Apply Agile methodologies (Scrum/Kanban) to drive sprint planning, backlog grooming, and delivery milestones.
- Risk Management: Proactively manage project risks, issues, dependencies, and mitigation strategies.
- Performance Monitoring: Oversee quality assurance and monitor solution performance in collaboration with technical leads.
- Documentation: Ensure the creation and maintenance of key project documents such as plans, timelines, milestones, reports and dashboards.
- Compliance: Support RRC s regulatory obligations in the Oil, Gas, and Energy sector through disciplined delivery and documentation.

III. TERMS OF SERVICE
Services are expected to start 4/15/2026 and are expected to be completed by 8/31/2026. Total estimated hours per Candidate shall not exceed 800 hours. This service may be amended, renewed, and/or extended, providing both parties agree to do so in writing, which will be determined in July or August of 2026 based on RRC funding availability for the next fiscal year.
- WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Railroad Commission of Texas. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. A consistent work schedule will be determined with input from selected candidates based on workload and assignments.
The primary work location(s) will be at Work from Home. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. The Railroad Commission of Texas will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings, and holidays, as requested. Payment for work over 40 hours will be at the quoted hourly rate and must be coordinated and pre-approved by the Railroad Commission of Texas.
- OTHER SPECIAL REQUIREMENTS
Selected candidates are required to access the RRC technical environment via GoToMyPC (or similar) and must have a device capable of handling this connection, including a headset as needed. Alternatively, the RRC may provide a desktop or laptop device for connection to the RRC network in certain situations. The laptop must be returned to the RRC Help Desk upon the candidate's resignation, termination, or upon the end of the purchase order/contract.

- ADDITIONAL TERMS AND CONDITIONS
The anticipated term of the Purchase Order is from February 15, 2026, through August 31, 2026, with the option for three one-year renewals at the RRC's sole discretion, subject to satisfactory performance and funding availability. The Purchase Order term may not be extended except by POCN.
Renewal Periods:
1st Renewal September 1, 2026, through August 31, 2027
2nd Renewal September 1, 2027, through August 31, 2028
3rd Renewal - September 1, 2028, through August 31, 2029
VII. RIGHT TO AMEND OR WITHDRAW SOLICITATION
DIR reserves the right to alter, amend, or modify any provisions of this solicitation, or to withdraw this solicitation, at any time prior to the award of a Work Order pursuant hereto, if it is determined by DIR to be in the best interest of the State to do so.
