This position functions as a senior-level Business Analyst. The analyst serves as the primary liaison between program areas and IT, ensuring that public health systems meet operational, regulatory, and data integrity requirements. These applications are critical for tracking resources and producing reports. The resource is integral to supporting and improving automated processes, streamlining critical business processes, data integrity, SEM/SUITE compliance, and securing the applications. As a lead, the resource participates in a variety of assignments that provides for the enhancement, integration, maintenance, and implementation of projects. The resource also provides application oversight to business analysts in the team that support other applications. Not having a resource on staff will lead to delays and errors on the reports that the client will have to manually process and delay support of applications and projects. This would significantly reduce the quality that the client provides.
Job Responsibilities:
- Lead requirements gathering sessions with program staff supporting Newborn Screening and Environmental Health
- Develop and maintain:
- Business Requirements Documents (BRDs)
- Functional Specifications
- User stories and acceptance criteria
- Conduct gap analysis and recommend system improvements
- Support and enhance:
- Newborn Screening applications (specimen tracking, results reporting, follow-up)
- Environmental Health systems (sample tracking, chain of custody, lab reporting)
- Coordinate with IT staff and vendors to resolve defects and implement enhancement
- Analyze and document end-to-end workflows:
- NBS specimen lifecycle and follow-up processes
- Environmental sample collection, testing, and reporting
- Identify opportunities for automation, standardization, and efficiency improvements
- Lead User Acceptance Testing (UAT):
- Develop test plans and scripts
- Coordinate testing activities with stakeholders
- Develop training materials and conduct user training sessions
Required Qualifications:
- Bachelor's degree in Information Technology, Computer Science, Public Health, Life Sciences, or a related field
- 8+ years of professional experience in business analysis, systems analysis, or a related IT role
- Knowledge of public health data systems and reporting requirements
- 8+ years of developing, and implementing test plans and test cases
- Experience supporting Newborn Screening programs and Environmental Health
- 8+ years of Requirements elicitation and documentation experience
- 8+ years Process mapping and workflow analysis experience
- 8+ years Data analysis and problem-solving experience
- 8+ years Test planning and execution (UAT)
- Experience with Azure DevOps
- Ability to Manage multiple priorities and deadlines
- Ability to Work effectively with cross-functional teams
- Knowledge of Data integration standards (e.g., HL7, APIs)
