Summary

We are seeking a highly experienced Senior IT Program/Project Manager to lead technology initiatives that support public safety and regulated licensing systems. This role requires strong expertise in software development program management, regulatory compliance systems, and enterprise public safety platforms.

The selected professional will play a critical role in planning, managing, and delivering complex IT initiatives that support licensing, permitting, and regulatory oversight systems within a public sector environment. The position requires close collaboration with stakeholders, technical teams, and regulatory authorities to ensure that systems are aligned with applicable laws, policies, and operational requirements.

Key Responsibilities

  • Lead and manage large-scale software development and integration projects supporting public safety and regulatory licensing systems.
  • Collaborate with business stakeholders to define requirements, perform business analysis, and translate regulatory policies into technical solutions.
  • Oversee the planning, development, and implementation of enterprise IT systems that support licensing, permitting, and compliance management processes.
  • Provide subject matter expertise in regulatory technology platforms related to licensing and controlled permitting processes.
  • Ensure systems are designed and implemented in accordance with state regulatory frameworks, security standards, and compliance requirements.
  • Drive business process improvement and re-engineering initiatives to enhance operational efficiency and regulatory transparency.
  • Lead cross-functional technical teams including software developers, architects, analysts, and external vendors.
  • Support organizational change management initiatives associated with technology modernization and digital transformation.
  • Ensure adherence to state information security standards, governance policies, and project delivery best practices.

Required Qualifications

  • Bachelor s degree from an accredited college or university in Information Technology, Computer Science, Business, or a related field.
  • 12+ years of professional experience in IT program or project management within software development environments.
  • Demonstrated experience supporting technology systems used in regulated licensing, permitting, or compliance management domains.
  • Strong experience in business analysis, enterprise system integration, and software development lifecycle (SDLC).
  • Experience working with public sector organizations, regulatory agencies, or compliance-driven environments.
  • Proven ability to manage large-scale, mission-critical IT programs and cross-functional teams.

Preferred Qualifications

  • 10+ years of hands-on experience working with enterprise systems supporting regulatory or licensing operations.
  • Experience supporting public safety technology platforms or state-level regulatory systems.
  • Familiarity with state procurement processes, contracting frameworks, and government technology programs.
  • Experience with business process re-engineering, governance frameworks, and organizational change management.
  • PMP, CSM, or other project management certifications are highly desirable.
