Overview

A large New York State Dept modernization program is seeking a senior-level PMO Project Manager with deep eligibility systems domain experience.

This is a high-visibility leadership role within a centralized Project Management Office supporting large-scale modernization initiatives across Medicaid, SNAP, HEAP, Public Assistance, and Childcare systems.

The ideal candidate has led complex, multi-million-dollar programs involving legacy system modernization, data conversion, and cross-agency coordination.

Key Responsibilities

Provide leadership and oversight to multiple project managers within the program

Define and manage project scope, schedule, and budget across complex initiatives

Monitor schedule and budget variances and implement risk mitigation strategies

Proactively identify and manage risks across stakeholders and agencies

Ensure adherence to established change control processes

Lead projects through full SDLC lifecycle (requirements, design, development, testing, deployment, training)

Manage project risks, issues, communications, decisions, and interdependencies

Operate within a matrix organization and coordinate resource allocation with senior leadership

Facilitate executive-level meetings to drive clarity and decision-making

Collaborate with state agencies and Social Service Districts

Oversee Systems Integration vendor performance, deliverables, and reporting

Provide regular executive-level reporting to Program Directors, Sponsors, and Steering Committees

Requirements

Required Experience

12+ years as a PMO Project Manager

7+ years leading complex enterprise projects

Experience within Health & Human Services Eligibility Systems (Medicaid, SNAP, HEAP, Public Assistance, or Childcare)

Proven experience with data conversion, data modeling, and legacy system modernization

Experience working with ETL teams and validating data quality

Experience operating in structured PMO environments

Preferred Qualifications

Experience managing programs with budgets of $100M+

Strong experience using Microsoft Project / Project Online (resource-loaded schedules)

Experience with VBA scripting in MS Project environments

Knowledge of data governance, privacy, and compliance standards

Bachelor's degree in Business, Computer Science, Engineering, or related field

PMP Certification (preferred)

Experience leading technical teams and facilitating technical discussions

Agile project management experience
