This is a senior-level Technical Program Manager supporting federal cloud migration and data platform initiatives. Candidates must be strong program leaders who can manage large technical efforts across engineers, government stakeholders, executive leadership, and technology partners.
Must Have:
- 5+ years of Technical Program Management, Technical Project Management, or delivery leadership experience
- Federal program experience (DoD preferred)
- Strong stakeholder engagement and executive communication skills
- Experience leading large-scale cloud migration programs
- Experience managing technology vendors and cloud partners (AWS, Azure, Google Cloud Platform, Databricks, etc.)
- Strong organizational skills with ability to manage scope, schedule, risk, dependencies, and customer outcomes
- Active Secret clearance minimum
Nice to Have:
- TS/SCI Clearance
- Databricks experience or enough exposure to successfully discuss Databricks during technical interviews
- Experience supporting AI/ML, analytics, or modern data platform initiatives

Formal Job Description
ECS is seeking a Technical Program Manager to support large-scale federal cloud migration and data platform initiatives. This individual will oversee complex technical programs, coordinate with engineering teams, manage technology vendor relationships, and ensure successful delivery of customer outcomes.
Key Responsibilities
- Oversee complex technical programs including scope, schedule, risk, dependencies, and customer satisfaction
- Serve as the primary liaison with technology vendors and cloud partners
- Lead coordination efforts supporting cloud migration and data platform programs
- Manage communication across engineering teams, business leaders, government stakeholders, and executive leadership
- Drive program execution using Agile, hybrid, or structured delivery methodologies
- Manage multiple concurrent technical programs simultaneously
- Coordinate with cloud providers including AWS, Azure, and Google Cloud Platform
- Ensure successful delivery of customer-facing technical initiatives
Required Qualifications
- Active Secret clearance minimum
- Bachelor's degree in Computer Science, Engineering, Data Engineering, or related technical field (or equivalent experience)
- 5+ years of Technical Program Management, Technical Project Management, or delivery leadership experience
- Demonstrated experience delivering federal programs
- Experience managing multiple concurrent technical programs
- Strong stakeholder engagement and communication skills
- Exceptional organizational and coordination abilities
- Experience managing relationships with technology partners and cloud providers
- Understanding of Agile and structured delivery methodologies
- Technical fluency with modern data platforms and cloud architectures
Preferred Qualifications
- TS/SCI clearance
- Experience supporting Databricks environments
- Experience with AI/ML, analytics, or modern data platforms
- Familiarity with Apache Spark, Delta Lake, MLflow, and ETL/ELT concepts
