About the Role We are looking for an experienced PeopleSoft Financials Reporting Lead to support critical state-level financial systems. In this role, you will be the bridge between technical data architecture and business requirements, ensuring that our reporting solutions are accurate, compliant, and optimized for a wide array of Texas state agencies. You will be instrumental in maintaining data integrity and supporting the expansion and performance of our CAPPS (Centralized Accounting and Payroll/Personnel System) environment.

Key Responsibilities

  • System Analysis & Development: Analyze complex PeopleSoft FSCM data structures, effective dating rules, and multi-row logic to deliver high-impact financial reports.

  • Report Creation: Develop and support sophisticated cross-module reports (incorporating GL, AP, PO, AM, IN, T&E, PC modules) using SAP Business Objects for the CAPPS environment.

  • Quality & Testing: Design, execute, and document structured User Acceptance Testing (UAT) and regression testing for all reporting impacts during system upgrades, PUM cycles, or patch deployments.

  • Collaboration & Compliance: Ensure all distributed materials are WCAG 2.1-compliant. Interpret complex contractual language to integrate into workflows and hold vendors accountable to project requirements.

  • Operational Support: Provide functional support for CAPPS Central and expansion activities across 100+ agencies and 5 Hub instances.

  • IT Standards: Apply ITIL principles (ITSM/ITAM) to align system reporting and maintenance with broader business and agency needs.

What We re Looking For (Required Qualifications)

  • Texas Public Sector Expertise: Minimum of 8 years of direct experience working with or supporting Texas state government agencies.

  • PeopleSoft Expertise: 8+ years of hands-on experience in reporting support for PeopleSoft Financials (v9.2).

  • Technical Proficiency:

    • Extensive knowledge of Financials Table Entity Relationship Diagrams (ERD) and data integration/quality methodologies.

    • Strong background in the full SDLC.

    • Proven experience writing complex reports using SAP Business Objects.

  • Regulatory Knowledge: Deep understanding of State of Texas fiscal policies.

  • Accessibility: Experience preparing materials that are fully WCAG 2.1-compliant.

  • Operational Experience: 3+ years of experience with CAPPS Central production and expansion support activities.

  • IT Infrastructure: Knowledge of ITIL, ITSM, and ITAM frameworks.

Preferred Qualifications

  • Fiscal Expertise: Experience participating in Fiscal Year-End processes, particularly those involving organizational changes and legislative mandates for CAPPS.

  • Client Relations: Experience performing customer-facing roles in support of CAPPS expansion for Central and Hub agencies.
