Bachelors degree in Information Technology, Business Administration, Project Management, or a related field. Minimum of eight (8) years of relevant project management experience.
Equivalent combination of advanced education, training, and experience will be considered.
Demonstrated experience leading large-scale, complex technology design and implementation projects across multiple teams and organizations.
Strong familiarity with project management tools, methodologies, and best practices.
Proven ability to manage executive-level relationships and demonstrate strong business acumen.
Ability to operate effectively within structured, process-driven environments.
Exceptional facilitation skills with the ability to drive meetings toward clear decisions and actionable outcomes.
Excellent written and verbal communication skills, with the ability to unify and motivate diverse, hybrid teams.
Strong stakeholder management and relationship-building skills.
Proficiency with Microsoft Office Suite, including MS Project. Experience implementing API Gateway solutions and/or Service-Oriented Architecture (SOA). Experience supporting large-scale HRIS or HCM implementations, particularly cloud-based solutions. Experience migrating on-premises systems to cloud-based SaaS platforms.
Experience working within government or public sector environments.
Project Management Professional (PMP) certification or equivalent. ITIL certification.
Experience with Agile methodologies such as Scrum, SAFe, or Scrum at Scale; CSM/PSM or similar certifications preferred.
Lead and guide cross-functional implementation teams comprised of resources from multiple organizations.
Develop, implement, and continuously improve project management processes and artifacts to support effective project delivery.
Collaborate with stakeholders to define and document project scope, schedule, deliverables, cost, roles and responsibilities, and quality plans.
Manage and monitor project schedules, ensuring timely completion of tasks and deliverables.
Perform quality control reviews of deliverables to ensure accuracy, completeness, and alignment with project standards.
Provide mentorship and guidance to project team members on quality assurance and delivery expectations.
Support leadership with administrative, managerial, and strategic planning activities.
Lead stakeholder communications, including preparation of project updates, status reports, executive summaries, and presentations.
Identify, track, and manage risks, issues, action items, and key decisions; collaborate with stakeholders to drive resolution.
Report on project progress, milestones, risks, and overall health to executives and key stakeholders.
Measure and monitor project performance using KPIs to track scope, schedule, cost, and overall project effectiveness.
