Senior Project Manager with iV&V

Mandatory Qualifications

1. Key personnel mus1 have a minimum of rive (5) years of experience within the last eight (8) years providing IV & V services federal, sta-1'0, and/ or local government entities by performing a combination of one or more or 1'he following tasks:

a. Observing and assessing tools, artifacts and activities relating to design, development, coding, testing, databases, and project management.
b. Assessment of business, technic al, and enterprise architecture artifacts, tools, and environmen1s, in accordance with Institute of Electrical and Electronic Engineers (IEEE) Standards [IEEE-STD-610 & IEEE- STD-101 2].
c. Conducting risk and issue list reviews.
d. Performing System Requirements Evaluation.
e. Conducting System Test Assessments and Verification.
f. Developing IV & V monthly activity and task reports; and
g. Performing traceability matrix analysis.

2. Key personnel must have a minimum of three (3) years of experience within the last five (5) years working as IV&V oversight on a large-scale software development project. Large-scale is defined as a project with at least one thousand (1 ,000) end users and a cost of at least five ( 5) million dollars.
3. Key personnel must have a minimum of three (3) years of experience within the last eight (8) years working on IT projects utilizing agile software development methodologies based on the principles of user-centred design and iterative development.
4. Possession of a bac helor's degree or equivalent in Computer Science or Information Technology

Key Staff Desirable Qualifications:

l. Key Personnel have a minimum of 7 years of experience performing IV & V for large-scale IT modernization projects ( e.g., projects with budgets exceeding $50 million or multi-year implementations) in the public sector, preferably for state or federal government agencies.
2. Key Personnel have a minimum of 5 years of experience working alongside large System Integrator (SI) vendors (e.g., Accenture, Deloitte, IBM, or similar) on complex IT projects, ensuring effective coordination and independence in the IV & V role.
3. Key personnel have a certified Project Management Institute (PMI) Project Management Professional (PMP) certification or Certified ScrumMaster (CSM) to demonstrate project management and Agile expertise. A copy of certification must be provided with the offer. The certificate must be active and not expired by the time of offer submission and certification must be maintained during the contract term.
4. Key personnel have provided IV & V services in all project management phases (i.e., initiation to closing) for a specific project preferably in the public sector while working for a State or Federal agency that implemented a custom solution to meet the project requirements.
