Position: Technical Writer with Proposal experience.
Location: Hybrid remote/Vienna, VA

Our client, a growing federal IT and health IT contractor, is looking for a Senior Technical Writer to join its proposal team. You will write and own major sections of proposals responding to federal, state, and local government solicitations, working directly with engineers, technical experts, and proposal leadership.
What you will do:
- Write, edit, and finalize proposal sections including technical approach, management approach, staffing plans, and past performance for RFPs, RFQs, and RFIs
- Interview technical subject matter experts and turn complex IT solutions (cloud, cybersecurity, software development, infrastructure, data/AI) into clear, persuasive writing
- Build and maintain compliance matrices so every requirement in Sections L and M is addressed
- Manage your assigned sections against the proposal schedule and flag risks early
- Take part in color team reviews (Pink, Red, Gold) and work feedback into revised drafts
- Work with graphics and desktop publishing so text and visuals fit together
- Maintain a reusable library of technical content, boilerplate, and templates
- Review work from junior writers and technical contributors for accuracy and compliance
- Support post-submission work such as evaluation notices, clarification requests, and final proposal revisions
- Handle proprietary and customer data carefully, including following any customer limits on AI tools
What you need:
- Bachelor's degree in Technical Writing, English, Communications, Computer Science, or related field (or equivalent experience)
- 6+ years of technical writing experience, including substantial government proposal work
- Strong understanding of government solicitation structure (Sections L/M, PWS/SOW/SOO)
- Proven ability to explain complex IT topics in clear, evaluator-friendly language
- Excellent editing and proofreading skills
- Ability to juggle multiple assignments under firm deadlines
- Proficiency in Microsoft Word, PowerPoint, and Adobe Acrobat; familiarity with SharePoint
Nice to have:
- Experience writing IT-focused government proposals
- Shipley or similar proposal methodology
- Experience with GWAC/IDIQ vehicles (GSA MAS, OASIS+, SEWP, Alliant) and task order responses
- Proposal tools such as Privia or GovWin
- Working knowledge of a technical domain such as cybersecurity, cloud architecture, or DevSecOps
