Job Overview

VDOT ITD is seeking a senior Project Manager to lead complex IT projects involving multiple teams and workstreams. The Project Manager will be responsible for project delivery across planning, execution, control, and closeout while following Commonwealth, VDOT, and VITA project management standards.

Responsibilities

• Lead complex IT projects from planning through closeout.
• Manage project schedules, budgets, resources, risks, issues, tasks, and deliverables.
• Coordinate technical teams, business stakeholders, vendors, consultants, and contractors.
• Manage project timelines and communicate expectations across technical and business teams.
• Support vendor and contract management activities.
• Maintain project governance and documentation according to VDOT/VITA standards.
• Gather and document requirements and use cases.
• Facilitate design workshops.
• Define testing objectives, test plans, and test cases.
• Track milestones and ensure on-time, on-budget delivery.
• Develop and communicate project metrics and status reports.
• Support system and application training activities.

Required Qualifications

• 15+ years of experience managing large-scale IT projects
• Active PMP certification from PMI OR VITA PM certification
• No other certification qualifies
• 5+ years of Agile and Waterfall project management experience
• Strong understanding of SDLC and project management methodologies
• Experience with Microsoft Project
• Microsoft Office Suite and SharePoint
• Strong project governance and stakeholder management experience
• Ability to analyze requirements and translate them into system specifications
• Experience with system analysis, development, testing, troubleshooting, and implementation
• Bachelor''s degree in Computer Science, Information Systems, Engineering, Business Administration, or related field preferred

Preferred Qualifications

• Previous VDOT ITD experience
• Agile Scrum Master certification
• Strong technical background
• Experience with data modeling and interface management tools

Important

Active PMI PMP or VITA PM certification is mandatory. No other certification will qualify.

Fingerprint-based background check is required.
