Job Description
SOSi is seeking a Mid-Level Knowledge Management Specialist. In this role, you will lead the configuration and optimization of Jira/EPMS to drive efficient workflow execution, RFI tracking, and data-driven decision-making for our government customer in Falls Church, Virginia.
Essential Job Duties
- Design, configure, and maintain Jira/EPMS (Enterprise Project Management Solutions) project structures to support program requirements, including data flow tracking, workflow process management, and ticket linkage.
- Develop and implement an RFI intake and tracking system within EPMS to receive, process, and link industry partner submissions to relevant Jira tickets and program workflows.
- Create and manage custom workflows, issue types, fields, and automation rules within Jira/EPMS to capture program-specific data requirements and ensure accurate tracking of program activities.
- Design dashboards and reporting structures within EPMS to provide leadership visibility into program status, RFI processing, workflow bottlenecks, and key performance metrics.
- Establish data integration pathways between EPMS and other organizational systems to ensure seamless information flow across JPO and OUSW R&E.
- Map and document all data flows and workflow processes within Jira/EPMS to support program oversight and decision-making.
- Configure Jira/EPMS permissions and security schemes to ensure appropriate access controls for JPO, OUSW R&E, and industry partners.
- Provide technical guidance and training to JPO and OUSW R&E staff on Jira/EPMS functionality and best practices.
- Analyze Jira/EPMS ticket data and workflow metrics to identify trends, inefficiencies, and recommend process improvements.

Qualifications
- Active in Scope TS/SCI Clearance.
- Bachelor's Degree or equivalent experience in a relevant field.
- Minimum of 5 years Jira experience with 2+ years in a Jira Admin/Platform role.
- Advanced proficiency in workflows, schemes, permissions, custom fields, and Jira Automation.
- Experience integrating Jira with Confluence and dev tools (Bitbucket/GitHub/GitLab, CI/CD).
- Familiarity with Atlassian REST APIs and marketplace apps; ability to recommend build vs. buy.
- Demonstrated governance/change management: standards, templates, and platform hygiene.
Preferred Qualifications
- Atlassian Certified Jira Administrator (Cloud), ACP-620 Managing JIRA Projects for Cloud or equivalent JIRA Admin certification.
- Strong JQL and dashboard/reporting skills; experience with eazyBI or Atlassian Analytics.
- Experience implementing Agile at scale (Scrum/Kanban), including boards, backlogs, and (preferred).
