This is a 6+ Months possible Contract-to-Hire position with our client State of MI. No sponsonship will be provided by the client. The Project is Hybrid: 2 days/Week onsite Wed/Thur. 2 Professional References are required along with submission. Candidate MUST relocate to MI before project start date. First interview is online, second interview will be in-person at Lansing MI. The suucessful Candidate may be offered a full Time position with the State at negotiated salary & benefits after 6 months on project.

Interview Process: First rounds is virtual interview with 2 people from DTMB agency services and one agency partner, 2nd round requires resource to come on-site to potentially meet with leadership and people from other business areas. Both expected to last about an hour, 2nd round may be a little longer and more of an informal soft skills interview.
Resource Location: They are open to local resources and those willing to relocate, however, 2nd round interview MUST be on-site and resource must be on-site from day one.
Work Schedule: Hybrid, Wednesdays and Thursdays on-site. Resources MUST be located in the state of Michigan during remote days.
DTMB Agency Services needs a Business Analyst 5 to provide excellent customer service, supporting primarily project needs for the Department of Natural Resources (DNR) Agency.
Key responsibilities include being the liaison between DTMB and the project stakeholders, as well as providing expert facilitation and elicitation and process modeling to help develop strategy and requirements for planned enhancements and technology updates on a public facing application used to communicate current availability of burn permits in Michigan counties. In addition, as part of the overall support for DNR, this person will be a critical member of the DTMB Agency Services Business Analyst team, participating in various related work requests for DNR and contributing to the operational activities of the BA team.
Customer service and being a champion to ease Agency compliance with DTMB policies and practices are key performance expectations for this person. They must be able to quickly gain a working understanding of applicable constraints and enablers and help DNR navigate those for the success for their projects and work requests.
DTMB Agency Services and EGLE welcomes candidates that are self-directed, well organized, confident in their ability to build relationships, quick to come up to speed on new assignments, and able to be flexible and adaptable to changing needs and/or direction.
Required:
- Minimum of 7 years conducting business process review and requirements elicitation and documentation to include process modeling
- Minimum of 5 years developing and/or managing user stories on Agile development project(s)
- Minimum of 2 years working directly with senior management in facilitating discussions to determine strategy, develop road maps and/or gain consensus to resolve opposing positions
- Minimum of 2 years working on projects developing/implementing IT solutions for public use
Preferred:
- Minimum of 2 years supporting the development of or compliance to statement of work and/or other work agreements/contracts
- Minimum of 1 year working with programs governed by state and/or federal regulations
- Bachelor's degree
