MITRE's Center for Government Effectiveness and Modernization, Veterans, Military Health, and Benefits Division partners with the Department of Veterans Affairs (VA) and the Defense Health Agency (DHA) to address some of the nation's most complex enterprise challenges. Our teams engage directly with senior government sponsors and stakeholders to understand mission priorities, translate complex technical challenges into strategic outcomes, and help shape solutions that advance sponsor objectives. Our work spans Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), VA Central Office, and Military Health, where we support sponsors in modernizing enterprise operations, improving mission delivery, and implementing innovative technical and data-driven solutions.

Our multidisciplinary teams combine expertise in data analytics, data science, systems engineering, software engineering, enterprise architecture, artificial intelligence, modeling and simulation, acquisition, and digital modernization to develop objective, practical solutions that improve mission outcomes. We partner directly with government sponsors to analyze complex technical challenges, design and develop innovative solutions, and deliver measurable impact.

We seek applicants with strong technical expertise who excel at solving complex technical and enterprise challenges, leading multidisciplinary teams, collaborating effectively with government sponsors and stakeholders, developing mission-focused solutions, and driving complex initiatives from concept through implementation and delivery.

Roles & Responsibilities:
  • Serve as a trusted technical advisor supporting the design, analysis, integration, and implementation of innovative enterprise solutions for complex Department of Veterans Affairs (VA) and Defense Health Agency (DHA) initiatives, helping define, prioritize, and execute enterprise initiatives that improve mission outcomes.
  • Engage with senior government sponsors and stakeholders to understand strategic priorities, translate complex technical findings and mission challenges into actionable recommendations and strategic outcomes, and help shape initiatives that advance sponsor objectives.
  • Lead multidisciplinary technical teams in the execution of complex enterprise projects spanning data analytics, data science, digital modernization, systems engineering, enterprise architecture, software engineering, artificial intelligence, systems integration, and enterprise data solutions from concept development through implementation, while ensuring high-quality sponsor outcomes.
  • Build and sustain trusted relationships with senior government stakeholders by proactively identifying emerging mission needs, shaping sponsor priorities, and expanding opportunities to deliver innovative, mission-focused solutions.
  • Lead the development and delivery of technical recommendations, strategic assessments, white papers, operating models, implementation plans, strategic roadmaps, and executive briefings that enable informed executive decision-making and successful mission execution.
  • Facilitate collaboration across government organizations, technical teams, and stakeholders to build consensus, resolve complex challenges, translate evolving sponsor needs into actionable technical approaches, and deliver practical, executable solutions.

Basic Qualifications:
  • Typically requires a minimum of 8 years of related experience with a Bachelor's degree; or 6 years with a Master's degree; or 3 years with a PhD; or an equivalent combination of education and relevant experience.
  • Bachelor's degree in Data Analytics, Data Science, Systems Engineering, Computer Science, Software Engineering, Operations Research, Applied Mathematics, Information Systems, Artificial Intelligence, or a related discipline.
  • Current or recent experience supporting the Department of Veterans Affairs (VA), Defense Health Agency (DHA), or other federal civilian organizations on complex technical or enterprise initiatives.
  • Proven success engaging senior government officials, serving as a trusted technical advisor, and developing and delivering executive briefings with recommendations that translate complex technical concepts into clear, actionable information to support informed decision-making.
  • Experience applying data analytics and business intelligence techniques to interpret complex data, identify trends, and generate actionable insights that improve mission outcomes and support sponsor decision-making.
  • Experience evaluating, applying, and integrating technology solutions-including Government Off-the-Shelf (GOTS), Commercial Off-the-Shelf (COTS), custom-developed, and emerging technologies (e.g., artificial intelligence, advanced analytics, automation, cloud technologies, and digital engineering)-to develop innovative technical solutions that support enterprise modernization and evolving sponsor mission needs.
  • Success leading multidisciplinary technical teams in the execution of complex enterprise projects involving data analytics and other technical disciplines from concept through implementation, including technical leadership, project planning, budget and resource management, staffing, and delivery of high-quality sponsor outcomes.
  • Ability to identify emerging technologies and innovative technical approaches that align with sponsor priorities and mission needs.
  • Ability to cultivate trusted relationships by understanding evolving mission needs and translating complex technical, operational, and organizational challenges into practical, actionable solutions that advance sponsor objectives, strengthen long-term partnerships, and improve mission outcomes.
  • Must be eligible to obtain and maintain a VA and/or DHA suitability..
  • This position requires a minimum of 4 days a week on-site.

Preferred Qualifications:
  • Current or recent knowledge of VA and/or DHA strategic priorities, enterprise modernization initiatives, organizational structure, and technology priorities, with an understanding of how emerging legislation, policy, and administration priorities influence technical implementation and mission delivery.
  • Current or recent knowledge in one or more of the following areas: acquisition, cost analysis, electronic health record (EHR) implementation, requirements elicitation and performance work statement (PWS) development across the acquisition lifecycle, or managed services.
  • Current or recent knowledge of federal, VA, and DHA artificial intelligence (AI) strategies, AI governance, responsible AI principles, AI risk management, and enterprise adoption of emerging technologies to support secure, ethical, and mission-focused AI implementation.
  • Current or recent knowledge of VA and/or DHA enterprise systems, technology architecture, and historical and current modernization challenges, along with current and emerging AI capabilities and enterprise technology modernization initiatives the agencies are pursuing to advance mission capabilities, innovation, and service delivery.
  • Established relationships across the federal government with the ability to collaborate with and leverage expertise from government, industry, academia, and federally funded research and development centers (FFRDCs) to identify emerging technologies, share leading practices, and develop innovative technical solutions that advance sponsor objectives.
  • Recent VA and/or DHA suitability.
