Summary

Job Title: Digital Technical Writer / Business Development Specialist
Location: Remote
Position Summary:
Senior proposal writer and business development specialist focused on technical narratives for digital and AI sections of donor proposals. Translates complex architectural and technical content into compelling, accessible proposals, concept notes, and pitch materials.
Engagement Details:
  • Location: Home-based, remote. No office attendance required.
  • Engagement type: Independent consultant or sub-contractor under company.
  • Duration: Level of Effort basis per task order. Initial bench placement is for 12 months with extensions possible.
  • Travel: Only when a specific task order requires it. All travel pre-approved and reimbursed.
Key Responsibilities:
  • Write and review technical sections for digital and AI proposals submitted to foundations, bilateral, and multilateral donors.
  • Support concept development, pitch materials, donor-facing technical narratives, and capture documents.
  • Synthesize complex technical information from subject matter experts into clear, evaluator-friendly content aligned with donor scoring criteria.
  • Lead or contribute to color-team reviews, win theme development, competitive analysis, and proposal compliance reviews.
  • Develop thought leadership content including technical briefs, white papers, and donor engagement materials.
  • Support resource mobilization activities including funder mapping, opportunity assessments, and positioning documents.
Required Qualifications:
  • Bachelor's degree required in Communications, Public Policy, International Development, ICT4D, Journalism, or related field.
  • Minimum 7 years of relevant professional experience, with 5 to 10 plus years specifically writing technical narratives for proposals or digital transformation programs.
  • Demonstrated success contributing to winning bids with foundations such as BMGF, Rockefeller, Mastercard Foundation, multilaterals such as World Bank, GAVI, Global Fund, UNICEF, or bilaterals such as USAID legacy programs, FCDO, GIZ, SIDA.
  • Ability to synthesize complex technical information into compelling, accessible content.
  • Strong editorial discipline, citation accuracy, and proposal compliance instincts.
  • Experience working in low and middle income countries strongly preferred.
Preferred Certifications:
  • APMP (Association of Proposal Management Professionals) at any level
  • Shipley proposal training
  • PMP or Agile / Scrum
