Job Summary

We are seeking an experienced Data Project Manager to lead the data migration and synchronization workstream for the modernization of the Texas Department of Family and Protective Services (DFPS) child welfare systems. The project involves transitioning from the legacy SACWIS system (IMPACT) to the new Comprehensive Child Welfare Information System (CCWIS).

The Data Project Manager will own project planning, scheduling, risk management, data quality gates, conversion cycles, and cutover readiness. The role will oversee the data bridge strategy that enables the legacy and modernized systems to operate simultaneously while ensuring data consistency, integrity, security, and compliance until the legacy system is retired.

Key Responsibilities

  • Develop and manage end-to-end data bridge and migration plans, including scope by module, conversion strategies, mock conversions, cutover rehearsals, and go/no-go criteria.

  • Lead the data synchronization approach while legacy and new systems operate in parallel, including record ownership, synchronization direction and frequency, conflict resolution, and fallback procedures.

  • Manage daily and weekly project activities for the data synchronization team, including work plans, schedules, status reporting, RAID logs, dependencies, and escalations.

  • Coordinate with DFPS program stakeholders, IT teams, CCWIS implementation vendors, legacy system support teams, QA, and Independent Verification and Validation (IV&V) teams.

  • Establish data quality targets, reconciliation standards, and approval gates for each conversion cycle.

  • Track data defects, conversion results, reconciliation outcomes, and remediation activities through closure.

  • Ensure compliance with applicable federal CCWIS regulations under 45 CFR 1355.50–1355.59 and support data quality requirements for AFCARS, NCANDS, and NYTD reporting.

  • Ensure sensitive child welfare, family, provider, and Child Protective Services (CPS) data is protected in accordance with state and federal security and privacy requirements.

  • Prepare executive status reports, project dashboards, risk assessments, and cutover readiness briefings for DFPS leadership.

  • Provide team leadership and mentoring while maintaining alignment with PMO governance, project standards, and client expectations.

Required Qualifications

  • 8+ years of IT Project Management experience.

  • 5+ years of experience leading data migration, data conversion, or large-scale data modernization initiatives.

  • Experience with CCWIS or SACWIS implementation/modernization, including leadership or co-leadership of the data workstream.

  • Alternatively, significant experience managing large state Health and Human Services systems, such as DHS, Medicaid, SNAP, TANF, or Integrated Eligibility platforms.

  • Hands-on experience managing data bridges between legacy and modern systems operating concurrently, including one-way or two-way data synchronization.

  • Proven experience planning and executing multiple mock conversions and at least one production cutover.

  • Working knowledge of data mapping, data profiling, reconciliation, data quality validation, and quality metrics.

  • Experience with state government project management, implementation vendor oversight, and QA/IV&V coordination.

  • Ability to coordinate technical teams, business stakeholders, program staff, and external partners.

  • Excellent written and verbal communication skills, including executive-level reporting and presentations.

  • Strong leadership, problem-solving, organizational, and team mentoring skills.

Preferred Qualifications

  • PMP, PgMP, or equivalent project management certification.

  • Experience with Agile, Scrum, or SAFe methodologies.

  • Experience working with state Child Welfare or Health and Human Services agencies.

  • Knowledge of child welfare programs, including child protective services, investigations, foster care, adoption, and community-based care.

  • Experience with cloud migration initiatives involving Azure, AWS, or government cloud environments.

  • Familiarity with SaaS and low-code CCWIS platforms, including Salesforce or Microsoft Dynamics.

  • Knowledge of Administration for Children and Families (ACF) CCWIS reviews and federal Advance Planning Documents (APDs).
