Job Title: Sr GIS Analyst / Programmer
Location: Towson, Maryland (Hybrid – 60% Onsite / 40% Remote)

Position Overview
IRG Clients is seeking a highly skilled GIS Analyst / Senior GIS Programmer to support enterprise GIS application development and system integration initiatives within a large public-sector IT environment. This role is responsible for developing, upgrading, and maintaining GIS web applications and services that support critical countywide operations, asset management, and infrastructure systems.
The ideal candidate will bring deep expertise in ESRI ArcGIS technologies, ArcGIS Server environments, and strong programming experience across .NET, C#, JavaScript, Python, and SQL. This position also plays a key role in supporting GIS integrations with enterprise asset management platforms such as Cityworks.
This is a hybrid role following onboarding and training, allowing up to two remote workdays per week. Fully remote or out-of-state work is not permitted.
Key Responsibilities
- Design, develop, upgrade, and maintain GIS web applications and services
- Support and administer ArcGIS Server applications and environments
- Develop and maintain applications using ArcGIS Web AppBuilder and ArcGIS JavaScript API
- Configure and support GIS web services integrations with Cityworks
- Maintain and upgrade legacy Facilities and Utilities toolsets built in C# using ArcObjects SDK (10.1) and Visual Studio
- Troubleshoot production issues and perform root-cause analysis
- Develop database queries, stored procedures, and reports using SQL and SSRS
- Work with relational databases such as Oracle and SQL Server
- Collaborate with cross-functional teams to support GIS program initiatives
Required Qualifications
- Minimum 5 years of hands-on development experience with:
- .NET, C#, JavaScript, HTML, Python, J2EE
- Strong experience with ESRI ArcGIS technologies, including:
- ArcGIS Server
- ArcGIS APIs and JavaScript API
- ArcGIS Web AppBuilder
- ArcSDE, ArcGIS Mobile, Collector
- Experience with ArcGIS Model Builder and Python scripting
- Strong SQL skills including Triggers and Stored Procedures
- Experience analyzing and resolving production application issues
- Experience developing reports using SSRS
- Strong understanding of relational database concepts (Oracle/SQL Server preferred)
- Excellent communication and documentation skills
Preferred Qualifications
- Bachelor’s degree in Computer Science, Information Systems, Business, or related field
- Experience working with government or public-sector organizations
- Background in systems analysis, program analysis, or change management
