I. Position Overview (Description of Services)
The Client requires one (1) Project Lead 3 to support a Technical Project Manager on a data engineering project within an AI adoption program.
The role is responsible for the full project lifecycle including planning, coordination, requirements gathering, business analysis, specifications development, project planning, monitoring, status reporting, and system implementation of moderate to complex business and technical solutions in data, analytics, and cloud environments.
All work products are considered works made for hire and remain the exclusive property of The Client. Candidates and vendors may be subject to criminal background checks as authorized by Texas law. The Client pays no fees for interviews or candidate discussions.
Project Management Professional (PMP) certification is required and must be clearly noted on the resume (proof may be requested).
Key Responsibilities
- Manage cross-functional coordination across business, engineering, data, and AI/ML stakeholders
- Track deliverables, risks, issues, and dependencies
- Support platform and data engineering initiatives, including data pipelines and cloud-based solutions
- Facilitate alignment between technical teams and business objectives
- Prepare and maintain project plans, charters, schedules, budgets, status reports, and lessons learned
- Translate complex technical concepts for executive and business audiences
- Ensure compliance with healthcare data standards, security, and governance practices
II. Candidate Skills and Qualifications
< dir="auto">Minimum Requirements (All 10+ Years Required)>
Candidates must meet or exceed every item below to be considered:
- 10+ years leading technical projects or programs in data, analytics, and cloud environments
- 10+ years leading data architecture, data modeling, and data warehousing initiatives from planning through delivery
- 10+ years managing business intelligence, big data, and analytics projects in complex enterprise environments
- 10+ years working knowledge of SQL and database technologies to support project planning, estimation, and issue resolution
- 10+ years of proven leadership managing cross-functional teams, vendors, and complex project timelines
- 10+ years defining project scope, objectives, milestones, timelines, and success metrics
- 10+ years of experience with project budgeting, forecasting, resource planning, and financial status reporting
- 10+ years of proficiency with project management tools (Jira, Azure DevOps, MS Project, Smartsheet, etc.)
- 10+ years of strong documentation skills for project plans, charters, schedules, and lessons learned
- 10+ years of working knowledge of cloud platforms, data systems, or enterprise applications
- 10+ years of strong communication, collaboration, and proactive leadership skills with the ability to work independently and engage all levels of the organization
- Demonstrated experience supporting healthcare data initiatives (familiarity with FHIR, CCDA, HL7 is a plus)
Mandatory Certification: Project Management Professional (PMP) - must be active and listed on resume.

- 8+ years in healthcare or regulated environments (compliance, security, data governance)
- 8+ years of healthcare industry experience
- 8+ years of fundamental understanding of information management principles, IT processes, SDLC, architecture, and enterprise technologies
- 8+ years of strong consulting and facilitation skills
- 3+ years supporting AI, advanced analytics, or digital transformation initiatives at program or project level
- Additional certifications: PgMP, PMI-ACP, SAFe, TOGAF, Cloud Solution Architecture (Azure/AWS/Google Cloud Platform)
III. Contract Terms
- Start Date: April 27, 2026
- End Date: August 31, 2026 (may be amended, renewed, or extended by mutual written agreement)
- Maximum Hours: 900 total hours per candidate
- Overtime: Pre-approved work beyond 40 hours/week paid at the quoted hourly rate
IV. Work Schedule & Location
- Primary Location: 701 W 51st St, Austin, Texas 78751
- Work Arrangement: Hybrid (On-site + Telework)
- Standard Hours: Monday-Friday, 8:00 AM - 5:00 PM (excluding state holidays)
- Additional Hours: Occasional evenings, weekends, or holidays may be required with prior approval
- Travel/Expenses: All travel, per diem, parking, and living expenses are the responsibility of the candidate/vendor unless pre-approved in writing by The Client (reimbursed at State of Texas classified employee rates with original receipts)
