The IT Project Manager / Technical Lead is responsible for end-to-end delivery of IT projects, acting as a single accountable owner to manage projects across application, infrastructure, security, and operations domains. The role integrates project management, business analysis, vendor management, and hands-on technical leadership, ensuring solutions are effectively designed, implemented, and delivered according to business requirements and IT standards. The candidate will also drive technological innovation and adoption (including AI and emerging technologies), bridging business needs with technical execution, while ensuring compliance, risk control, and operational sustainability.
Position Accountabilities:
Process
• Lead IT project lifecycle including feasibility study, requirements analysis, planning, execution, monitoring, and delivery
• Perform business analysis activities, including requirements elicitation, validation, documentation, and translation into technical solutions
• Oversee and participate in solution design, build, integration, testing, and implementation
• Ensure adherence to system development standards, architecture principles, and security controls
• Identify, assess, and resolve technical issues considering project progress, quality, and risk
• Conduct feasibility studies, POCs, and evaluation of new technologies (e.g., AI, automation, cloud)
• Drive continuous improvement and system modernization initiatives
• Collaborate closely with Head Office teams across region and time-zone, including participation in project and governance discussions meetings during evening hours.
People
• Liaise with business users to define scope, align requirements, and ensure successful delivery
• Act as key interface between business stakeholders, IT teams, and vendors
• Lead and coordinate cross-functional IT teams, including:
o Application development teams
o Infrastructure and operations teams
o Information security team
o Architecture and DevOps teams
• Guide teams and vendors in solution implementation and technical problem resolution
• Define communication plans and provide clear project status reporting to stakeholders
• Promote collaboration and alignment to achieve project objectives
Finance
• Manage project budgets (internal and external) and cost controls
• Work with procurement and finance teams on cost estimation, budgeting, and vendor contracts
• Monitor project financial performance and ensure alignment with approved budgets
Vendor Management
• Manage relationships with external vendors and service providers
• Oversee vendor selection, evaluation, contract execution, and performance
• Ensure vendor deliverables meet quality, security, and timeline expectations
• Challenge vendor solutions and implementation approach to ensure optimal outcomes
Technical Leadership & Innovation
• Serve as technical lead responsible for guiding and overseeing solution implementation with project teams and vendors
• Translate architecture and solution design into executable implementation plans
• Participate in hands-on technical discussions, troubleshooting, and key decision-making
• Ensure solutions are scalable, secure, and aligned with enterprise architecture
• Drive adoption of emerging technologies (e.g., AI, automation, cloud platforms)
• Identify opportunities to enhance systems, processes, and technology capabilities
Compliance & Risk Management
• Comply with all applicable regulations, internal policies, and IT governance standards
• Identify, assess, and mitigate risks across project lifecycle
• Ensure proper documentation, audit readiness, and adherence to control procedures

Competence Requirements:
Academic / Professional Qualifications / Experience
University graduate in Computer Science, Information Systems, Business Administration, or related discipline is preferred
Minimum 6-8 years’ experience in IT project management, system implementation, and business analysis which covers the following:
• Sound leadership, project management, interpersonal, analytical and presentation skills
• Proven experience delivering complex IT projects, preferably in banking or financial services
• Strong experience in requirements gathering, business analysis, and solution delivery
• Strong communication and report writing skills
• Self-motivated, detail-oriented, mature, independent with excellent decision-making skills
• Experience in managing IT vendors and outsourced delivery
• Good team player and able to work under pressure and tight schedules
• Exposure to core banking systems, digital banking, or enterprise platforms is an advantage
• Familiarity with emerging technologies (AI, automation, cloud services) is highly desirable
• Good command of both written and spoken English and Chinese.
Technical Knowledge (Enhanced Requirement)
• Strong knowledge of Windows Server and Active Directory domain environments
• Experience with virtualization technologies (e.g., VMware environment)
• Familiarity with endpoint security solutions (e.g., EDR/XDR, endpoint protection platforms)
• Understanding of enterprise IT infrastructure, network, and security architecture
• Experience in system integration across distributed environments
• Knowledge or exposure to AS400 systems is a plus
• Ability to review, challenge, and guide technical design and implementation approaches
