Programmer – Consultant – Phoenix Infrastructure & MCS

Position Overview

South Carolina Department of Motor Vehicles (SCDMV) is seeking a Senior Programmer / Team Lead to support the Phoenix core business system. The role will focus on maintenance, development, system modifications, and production support for critical DMV business systems supporting South Carolina drivers and vehicles.

The position is part of the COBOL development team and will report to the SCDMV COBOL Development Manager. The candidate must be able to work independently and possess excellent communication skills.

Key Responsibilities

  • Analyze the Phoenix core business system and assigned development or modification tickets.

  • Lead the analysis and recommendation of technical solutions for assigned projects.

  • Work with business units to develop business specifications and translate them into technical specifications.

  • Obtain business sign-off on technical specifications.

  • Code, test, and promote application changes.

  • Interact with impacted users to ensure solutions meet documented requirements.

  • Provide Level 3 production support for the Phoenix system.

  • Provide daily and weekly project status updates to the Development Manager and Business Analysts.

  • Lead technical software development activities and deployment efforts.

  • Mentor and guide less experienced technical team members.

  • Plan, define, lead, and review project work.

Required Qualifications

  • 10+ years of experience with Visual COBOL V9 or higher architecture and programming.

  • 10+ years of experience in system analysis, design, coding, testing, debugging, and implementation.

  • 10+ years of experience developing and maintaining complex, mission-critical applications in a Windows-based client-server environment.

  • 10+ years of experience leading technical software development teams.

  • 10+ years of experience coding and testing complex COBOL-based business systems using Oracle SQL in a Windows client-server environment.

  • 10+ years of Level 3 production support experience.

  • 10+ years of experience serving as the primary technical contact with business units for business and technical specifications.

  • Strong communication and documentation skills.

  • Ability to work independently and lead technical initiatives.

Preferred Qualifications

  • Oracle 19+ SQL experience.

  • Microsoft Visual Studio .NET / C# development experience.

  • Government agency experience.

  • Visual COBOL technical certification.

  • Experience mentoring and guiding technical colleagues.

  • Experience communicating effectively with users, vendors, staff, and management.

Education

  • Bachelor’s degree in Computer Science or a closely related discipline preferred.

  • 10+ years of relevant experience may be considered.

  • Government agency experience is highly desirable.

Additional Information

  • CJIS information security certification is required; SCDMV will sponsor the certification.

  • Fully onsite position.
