Job Overview

This role supports payroll and financial systems through design, development, maintenance, and enhancement of applications. The position requires a blend of technical systems expertise and accounting knowledge, particularly in accounts payable and payroll systems.

Additionally, the role involves:
  • Running database queries
  • Supporting ERP/payroll system transitions
  • Collaborating with accounting and technical teams

  • Current Payroll System: HighLine
  • Upcoming Implementation: Oracle Fusion (HR/Payroll)


Key Responsibilities

Core Duties
  • Provide technical guidance to accounting technical staff, specialists, and project teams
  • Design, develop, modify, and implement financial/payroll reporting tools
  • Document application designs and deliver user training
  • Support general and subsidiary ledger reconciliation
  • Review and approve financial source entries
  • Monitor and organize financial and fiscal data sources
  • Support budget processes with financial insights
  • Resolve accounting discrepancies and disputes

Systems & Process Management
  • Participate in implementation, upgrades, and maintenance of financial/payroll systems
  • Design application modifications and perform testing
  • Develop and deliver end-user training materials
  • Evaluate system integration requests and data requirements
  • Analyze business processes, workflows, and reporting needs

Policies & Compliance
  • Develop and recommend policies, procedures, and rules
  • Interpret and communicate policies to stakeholders
  • Research federal, state, and local laws related to payroll, retirement, and accounts payable

Team & Coordination
  • Support coordination of team activities
  • Provide training and guidance to staff
  • Facilitate accounting-related group meetings

Additional Responsibilities
  • Support accounting technician and specialist duties as needed
  • Maintain confidentiality of financial and personnel information
  • Perform related duties and act on behalf of senior roles when required


Minimum Qualifications
  • Bachelor's degree in:
    • Business Administration, Public Administration, Computer Science, or related field
  • Experience:
    • Minimum 4 years in financial or specialized accounting field
  • Equivalent combinations of education and experience may be considered
  • Must pass job-related assessments


Knowledge & Skills

Technical & Functional Knowledge
  • Accounting and finance practices (municipal preferred)
  • Generally Accepted Accounting Principles (GAAP)
  • Payroll and accounts payable processes
  • Data analysis, reporting, and database concepts
  • Relational database tools
  • ERP systems (preferred exposure to Oracle Fusion)
  • Microsoft Office tools (Excel, Word, databases, presentations)
