This is the specialist level of the Engineering classification hierarchy. Employees at this level solve complex problems, manage work, and provide leadership to others in engineering areas of specialization, with minimal supervision and increased latitude for unreviewed work. Incumbents function in lead roles providing guidance to others. They are also expected to have advanced skills and have the ability to work independently. Progression to this level is typically restricted on the basis of business need. The Lead Nuclear Licensing Engineer in the New Nuclear Generation group is responsible for developing regulatory documents, being a subject matter expert on licensing issues, overseeing and reviewing vendor documents, and engaging with the NRC (i.e., verbally and in written correspondence) as part of the licensing team within the New Nuclear Generation organization.

Responsibilities
  • Prepares high quality documents in a timely manner, including correspondence that will be submitted to the Nuclear Regulatory Commission (NRC), Department of Energy (DOE), and State environmental and health organizations.
  • Interfaces with the NRC, DOE, and other State or local agencies representing the New Nuclear Generation group's interests in regulatory engagement meetings, including audits, public meetings, and NRC Project Manager and Branch Chief interactions.
  • Provides thorough and accurate reviews of vendor documents and ensures satisfactory resolution of regulatory issues that arise from those reviews.
  • Develops new procedures or generates revisions to existing procedures and processes in accordance with company policies.
  • Serves as a member of the Emergency Response Organization (ERO).
  • Represents Duke Energy on various working groups, task forces and other industry organizations.
  • Ensures accomplishment of business goals and objectives through effective planning, organizing, estimating, scheduling, and monitoring of work activities where only limited standardization exists; handles differing situations which require searching for solutions within area of expertise.
  • Prepares thorough and accurate correspondence and documentation with the ability to conduct analysis and recommend process enhancements and standards relative to area of assignment.
  • Develops positive internal and external working relationships to effectively coordinate work activities and regulatory engagement. Maintains accurate records and files.
  • Provides engineering/regulatory expertise and guidance in the identification, analysis and resolution of complex problems in area of expertise with the ability to visualize long-term results and assess impacts on an integrated basis.
  • Possesses and applies a broad knowledge of principles, practices, and procedures; demonstrates ability to analyze and recommend enhancements to business processes and develops standards relevant to area of assignment. Keeps abreast of new requirements, technologies and processes.
  • Coaches and mentors other engineering and non-degreed engineering professionals.

Required/Basic Qualifications
  • Bachelors degree in Engineering from an ABET accredited university
  • 8 years related work experience

Desired Qualifications
  • Bachelors degree in Engineering
  • In addition to desired degree, 8 years related work experience
  • Technical Nuclear Certification and/or Senior Reactor Operator and/or Reactor Operator and/or Professional Engineer
  • MBA or Master's degree

Working Conditions
  • Hybrid - Work will be performed from both remote and onsite locations after the onboarding period. However, hybrid employees should live within a reasonable commute to the designated Duke Energy facility. Reliable, consistent transportation is required to ensure timely arrival at the applicable facility.

Specific Requirements

The incumbent must meet the minimum ANSI requirements for this position identified within the scope of Nuclear Operating Fleet Administrative Procedure AD-LS-ALL-0011, Confirmation of Regulatory Guide 1.8 Personnel Qualifications
  • 1 year of nuclear power plant experience
  • Minimum of 8 years of engineering experience
  • Bachelors in Engineering must be from an ABET accredited program or state registration as a Professional Engineer.
  • A Master's degree in engineering will be considered in lieu of the B. S. engineering degree.
  • Nuclear requirements for the Lead level include either a Professional Engineer registration OR one of the following: a Masters Degree in a technical discipline, SRO certification, an RO or SRO license, or Technical Nuclear certification
