Summary

A leading global IT services organization is seeking a Technical Project Manager for a contract opportunity based in Arizona, supporting large-scale software and enterprise modernization initiatives within a public sector environment. This role focuses on software delivery, vendor coordination, and governance across complex, high-visibility programs involving application development, digital transformation, and enterprise technology initiatives.

This is not a traditional coordination-only PM role. The team is looking for a technically strong project leader who can work closely with engineering teams, translate technical concepts, and drive execution across ambiguous and fast-moving initiatives. You will act as a key connector between engineers, vendors, and state stakeholders, helping remove roadblocks, keep projects on track, and ensure successful delivery. This is an ideal opportunity for someone who enjoys solving complex problems, operating in high-impact environments, and taking ownership of challenging initiatives where adaptability and critical thinking are essential.

This role will require someone to work in their Downtown Phoenix office Tuesday-Thursday each week.

Contract Duration: 12-24 Months

Required Skills & Experience
  • 5+ years of experience in Technical Project Management, Program Management, or Software Delivery roles
  • Strong experience supporting software development, application modernization, or digital transformation initiatives
  • Experience working directly with software engineering teams, architects, or technical leads
  • Strong understanding of SDLC, Agile methodologies, and software delivery lifecycles
  • Experience managing cross-functional initiatives involving business teams, technical stakeholders, vendors, and leadership
  • Ability to navigate ambiguity, resolve blockers, and drive projects forward in dynamic environments
  • Strong analytical, organizational, and problem-solving skills
  • Excellent communication skills with experience in client-facing or stakeholder-heavy environments
  • Experience using tools such as Jira, Confluence, Azure DevOps, Smartsheet, or similar platforms
Desired Skills & Experience
  • Experience working with government agencies or public sector organizations
  • Background in regulated environments such as financial services, healthcare, or enterprise consulting
  • Experience supporting governance-heavy or compliance-driven project environments
  • Exposure to cloud, API, integration, or application modernization efforts
  • Agile, Scrum, PMP, or SAFe certifications
  • Previous hands-on technical experience in software engineering, systems analysis, or implementation
  • Experience in consulting or client-facing delivery environments
