Summary
OBJECTIVES
The selected vendor will:
Support existing staff to implement a sustainable Agile operating model
aligned to public-sector governance and existing nascent Agile practice.
Support configuration and maturation of existing Azure DevOps (ADO) as the
core DataOps environment.
Enable and promote continuous integration and continuous delivery
workflow by integrating GMCB s instances of Azure Databricks and ADO.
Support existing staff to deploy refined frameworks for data governance,
knowledge management (KM), and business process improvement (BPI)
integrated within ADO workflows and to the fullest extent possible, via
automation achieved through the MS Power Platform.
Deliver staff training, SOPs, and playbooks to ensure operational
sustainability.
REQUIREMENTS
For this request, vendor knowledge requirements include:
Proven experience implementing Azure DevOps in data governance, data
operations, or analytics contexts.
Proven experience in integrating Azure Databricks with Azure DevOps and
enabling repos.
Expertise in Agile transformation, Data Governance, and Business
Process Improvement methodologies.
Experience integrating Microsoft Power Platform tools.
Knowledge of DAMA-DMBOK, CMMI, or similar frameworks.
Strong facilitation and change management capabilities.
For this request, functional requirements include:
A. Agile and Data Operations Environment Maturation
Adjust and mature the existing configuration of ADO (organization, projects,
permissions, boards, repos, pipelines, and analytics).
Co-establish workflows and templates for backlog management, sprint
tracking, and release planning with existing staff.
Integrate ADO with Azure Databricks, SharePoint, Power BI, Power
Automate, and Teams.
B. Data Governance Implementation
Review the following to identify opportunities to improve efficiency and
effectiveness:
o Existing Data Governance Charter (see Appendix III Data
Governance Charter) defining decision rights, policies, and processes
with view to identify opportunities to improve efficiency and
effectiveness.
o Metadata and stewardship standards for data collections.
Co-implement governance dashboards using Power BI connected to ADO
Analytics and/or Planner Premium Analytics with existing staff.
C. Knowledge Management (KM) Framework
Co-Design and deploy SharePoint Knowledge Library structure and metadata
taxonomy.
Revisit standardized documentation templates with view to modernization.
Support existing staff to integrate SharePoint artifacts with ADO work items
for traceability.
D. Continuous Improvement (CI) Practice
Co-Define and operationalize a continuous improvement framework to
follow the retrospective cycle.
Conduct process mapping and improvement within sprints managed in ADO.
Co-Deliver measurable improvements to key operational workflows with
existing staff.
E. Change Management Practice
Implement a structured and comprehensive change management approach
to ensure successful adoption of all scope. Change management activities
should include, but not be limited to, the following:
o Stakeholder Engagement and Readiness
o Data Maturity Assessment
o Communication and Change Awareness
o Training, Coaching, and User Enablement
o Change Impact Assessment and Mitigation
