Position: Data Quality and Governance Lead
Location: Newtown Square, PA (Hybrid Role-1 or 2 Days Onsite)

Job description
• Attend the meetings as the primary point of contact for the Collibra Data Intelligence Cloud, managing the Business Glossary, Data Catalog, and Lineage. Own enterprise data governance and data quality execution across the full data lifecycle
• Assess quality rules, scorecards for quality rules.
• Assess user experience of quality scorecards – strategically facilitate & create the KPIs that we can show from a metrics perspective. How will I track my DQ program (consistency, timeliness, etc.). Design the screens, etc. in overall management.
• Serve as primary Collibra administrator for catalog, glossary, lineage, stewardship, and quality workflows.
• Lead governance councils and stewardship forums; translate quality findings into business actions.
• Establish and enforce data usage, privacy, and regulatory compliance standards
• Drive adoption of governance and quality practices across IT and business teams.
Required Skills
• 10+ years in strategic oversight data quality, data governance, or data management within healthcare environments (payer preferred)
• Must have extensive skills in Data Governance for strategic oversight
• Hybrid role between data governance & data quality – very strategic role, not a doer. Strategically identify that this is what the quality dashboards should look like.
• 3+ years hands on experience with CollibraDQ (preferably) OR OwlDQ or InformaticaDQ
• Heavy on Data Quality – rule creation, dashboards, workflows
• Catalog, Governance, Understand the capabilities, how the scorecards are produced, what the thresholds, and guide the team to strategically utilize it.
• Strong healthcare domain expertise (claims, eligibility, provider/NPI data)
• Advanced SQL skills as needed – doesn’t need to be very current in SQL queries (4-5 years ago is okay but still very aware of it to find your way around)
• High level experience with ETL/ELT architectures
• Ability to communicate complex data issues to non technical and executive stakeholders
Bonus Skills
• Hands on experience with Azure Data Services, Databricks (Spark, Delta Lake), and DQ tooling
• Experience building automated DQ rules, dashboards, and observability metrics
• Data visualization using Power BI or Tableau
• Canonical data modeling and legacy/vendor data reconciliation
• Strong documentation, problem solving, and cross functional facilitation skills
• Bachelor’s degree or equivalent practical experience

This role is geared toward a strategic leader rather than a hands-on individual contributor. The ideal candidate will be responsible for translating business discussions, findings, and risks into actionable plans while driving alignment and execution across executive stakeholders.

Data Governance experience is helpful, but the primary emphasis is on Data Quality leadership, strategic planning, stakeholder management, and execution. This position is best aligned to a Technical Delivery Manager who can establish a long-term vision and guide teams toward achieving it.
