Instructional Designer

The Instructional Designer is responsible for developing innovative instructional programs and materials that align with organizational goals and learner needs for the State Accounting Office (SAO). This role requires a blend of instructional design expertise, creativity, and strong communication skills to create engaging and effective learning experiences.

The Instructional Designer will collaborate with subject matter experts (SMEs) and stakeholders to ensure the accuracy and relevancy of training content.

Work Schedule: Local candidates and onsite work schedule are preferred on Tuesdays and Wednesdays. However, out-of-state candidates are permitted. This is a 100% remote opportunity.

Key Responsibilities
  • Conduct thorough Training Needs Assessments and Audience Analyses to identify learning objectives, performance gaps, training participants, and delivery channels.
  • Design, develop, and maintain comprehensive 508-compliant instructional materials, including course summary sheets, learning objectives, course outlines, storyboards, video scripts, job aids, quick reference sheets, and other supporting documents.
  • Create online interactive training materials in various formats such as printable job aids, instructor-led virtual and in-person training, microlearning videos, and eLearning courses.
  • Generate, program, and develop interactive SCORM-compliant webinars, microlearning modules, and full-length eLearning courses using authoring tools such as Articulate Storyline, Adobe Captivate, and Camtasia.
  • Develop and administer assessments including quizzes, tests, simulations, and practical exercises to measure learner progress and comprehension. Analyze assessment data to evaluate instructional effectiveness and recommend improvements.
  • Track and document the progress of instructional design projects, ensuring milestones and deadlines are met. Utilize project management tools to monitor timelines, resource allocation, and deliverables.
  • Collaborate with subject matter experts (SMEs) to gather content and ensure the accuracy and relevancy of learning materials.
  • Work closely with stakeholders, leadership teams, and learners to understand learning needs and objectives while ensuring alignment with organizational goals.
  • Periodically review and update curriculum and existing training content to ensure accuracy, relevancy, and alignment with organizational goals and industry standards.
  • Stay current with industry trends and best practices in instructional design and adult learning theory.
  • Perform other duties as assigned by management.
Qualifications
  • Minimum of 3-5 years of experience in Instructional Design, Education, Training and Development, or a related field.
  • Proficiency in Microsoft Office applications such as Word, PowerPoint, and Excel.
  • Proficiency in eLearning authoring tools including Articulate Storyline, Adobe Captivate, and Camtasia.
  • Experience with instructional design methodologies such as ADDIE, Kirkpatrick's Levels of Assessment, and adult learning principles.
  • Experience with SCORM-compliant course development and Learning Management Systems (LMS).
  • Strong understanding of 508-compliance requirements and accessibility best practices.
  • Expertise in designing and developing instructional materials including course summary sheets, storyboards, job aids, video scripts, and reference guides.
  • Ability to create interactive training materials in multiple formats including virtual instructor-led training, microlearning videos, and eLearning courses.
  • Experience developing and administering assessments and analyzing results to evaluate instructional effectiveness.
  • Strong understanding of instructional design models such as ADDIE and SAM.
  • Proven ability to track progress and ensure project milestones and deadlines are met.
  • Strong collaboration skills with SMEs, leadership teams, and learners.
  • Excellent written and verbal communication skills.
  • Ability to work collaboratively in a hybrid work environment requiring in-office presence at least twice per week as needed.
Desired Skills
  • Bachelor's degree in Instructional Design, Education, or a related field.
  • Proficiency using Workday for creating, managing, and delivering training programs.
  • Experience leveraging Workday Learning Management System (LMS) capabilities to track learner progress, generate reports, and ensure training compliance.
  • Ability to integrate Workday with eLearning authoring tools and platforms to enhance the learning experience.
Preferred Education, Experience & Skills
  • Successful implementation of large-scale ERP transition to a Workday solution.
  • Master's degree in Instructional Design, Education, or a related field.
  • Knowledge of gamification techniques to enhance learner engagement and motivation.
  • Experience creating multimedia content including graphics, animations, and interactive elements using Adobe Creative Suite tools such as Photoshop, Illustrator, and After Effects.
