Job Description

The Data Center Infrastructure organization at Oracle Cloud Infrastructure (OCI) is responsible for delivering the global capacity that powers Oracle Cloud and AI services. As OCI continues to expand its worldwide footprint, the organization delivers hyperscale and gigawatt-scale campuses through coordinated execution across real estate, engineering, construction, networking, security, commissioning, and operations.

The End-to-End Infrastructure Delivery team provides executive leadership and governance across the complete lifecycle of OCI data center delivery. The team ensures capacity commitments are delivered predictably while aligning hundreds of cross-functional stakeholders, driving execution consistency, mitigating enterprise risks, and continuously improving delivery performance across Oracle's global portfolio.

Responsibilities

The Director, End-to-End Data Center Infrastructure Delivery is responsible for leading the successful delivery of OCI's global data center capacity portfolio from project inception through operational handover. This leader serves as the executive integrator across a highly matrixed organization, driving alignment between engineering, construction, networking, operations, finance, procurement, legal, and executive leadership.

This role is accountable for establishing delivery governance, driving execution excellence, managing portfolio-level risks, and ensuring projects meet Oracle's commitments for schedule, budget, quality, and operational readiness. The Director builds strong partnerships across organizations, develops scalable delivery processes, and enables predictable execution across multiple concurrent hyperscale infrastructure programs.

Success requires exceptional executive leadership, strategic thinking, operational discipline, and the ability to influence senior stakeholders without direct authority.
Key Responsibilities
Portfolio Leadership
  • Lead the end-to-end delivery strategy for multiple concurrent hyperscale data center programs supporting OCI's global capacity roadmap.
  • Establish governance, operating rhythms, and executive reporting that provide clear visibility into delivery performance, risks, dependencies, and capacity commitments.
  • Drive execution consistency across regional delivery organizations while promoting standardization and operational excellence.
  • Develop scalable delivery models that support Oracle's rapid cloud and AI infrastructure growth.
Cross-Functional Executive Leadership
  • Serve as the executive delivery leader coordinating across Site Acquisition, Energy, WAN, Engineering, Design, Construction, Telecommunications, Security, Commissioning, Procurement, Legal, Finance, and Operations.
  • Build alignment across senior leaders to resolve competing priorities, remove delivery barriers, and accelerate decision-making.
  • Lead executive governance meetings, portfolio reviews, and cross-functional planning sessions.
Program Governance
  • Establish portfolio-level milestones, delivery metrics, KPIs, and performance dashboards.
  • Monitor program health across cost, schedule, quality, safety, scope, and operational readiness.
  • Ensure all functional organizations remain aligned with regional launch schedules and OCI capacity commitments.
  • Drive accountability through standardized reporting, milestone management, and risk governance.
Strategic Planning
  • Partner with executive leadership to develop long-range infrastructure delivery strategies supporting Oracle's cloud expansion.
  • Translate business demand forecasts into executable infrastructure delivery plans.
  • Evaluate resource requirements, organizational capabilities, and execution risks across the delivery portfolio.
Risk and Issue Management
  • Identify enterprise-level delivery risks and develop mitigation strategies before they impact regional launches or customer capacity.
  • Lead cross-functional resolution of complex technical, commercial, operational, and schedule issues.
  • Escalate critical issues with clear recommendations and executive decision support.
Financial and Commercial Oversight
  • Provide executive oversight of capital budgets, forecasting, contingency management, and program financial performance.
  • Review significant commercial decisions, contract changes, and schedule impacts affecting portfolio delivery.
  • Partner with Finance and Procurement to improve cost predictability and delivery efficiency.
Continuous Improvement
  • Champion operational excellence across the organization through standardized processes, automation, lessons learned, and performance analytics.
  • Improve governance, reporting, and execution frameworks to increase delivery predictability and scalability.
  • Promote a culture of accountability, collaboration, innovation, and continuous improvement.
Required Qualifications
  • 10+ years leading large-scale infrastructure, mission-critical, or hyperscale data center delivery programs.
  • Demonstrated experience leading organizations or major portfolios within complex, matrixed environments.
  • Deep understanding of data center development, engineering, construction, commissioning, networking, and operational readiness.
  • Proven ability to influence executive stakeholders across multiple organizations.
  • Strong strategic planning, organizational leadership, and change management experience.
  • Experience developing governance frameworks, executive reporting, KPIs, and portfolio management processes.
  • Strong commercial and financial acumen, including capital planning, forecasting, and risk management.
  • Exceptional communication and executive presentation skills.
  • Bachelor's degree in Engineering, Construction Management, Project Management, Business, or a related discipline.
Preferred Qualifications
  • Previous capital program development experience with $1 Billion plus programs.
  • Experience leading global infrastructure delivery organizations supporting hyperscale cloud providers minimum 3-years.
  • Experience delivering AI infrastructure or gigawatt-scale campus developments minimum 3-years.
  • Expertise in one or more technical disciplines including mechanical, electrical, networking, telecommunications, commissioning, or construction.

Qualifications

Minimum Job Qualifications
Education and/or Experience:
11 years of experience in engineering or data center operations

OR

Bachelor's Degree in Computer Science, Engineering, or related field AND 7 years of experience in engineering or data center operations.

Job Skills:
Same as prior level.

Preferred Job Qualifications
Education and/or Experience:
12 years of experience in engineering or data center operations

OR

Bachelor's Degree in Computer Science, Engineering, or related field AND 8 years of experience in engineering or data center operations.
People Leadership / Management Experience:
4 years of experience in a leadership role with direct reports.
Budget Experience:
3 years of experience working with operating budgets and/or project financials.
CNet Certification
Certified Network Infrastructure Design Professional certification OR Certified Data Centre Design Professional certification.
